This is a high-impact opportunity to join the council’s central Data Office at an important stage in its development. The service is helping to deliver our Digital, Data and Technology ambitions, bringing together specialist expertise across Data Architecture & Engineering, Spatial Data & Systems, and Data & Analytics.
You’ll join a collaborative, always-learning team with a clear mandate to help the council make better use of data, insight and modern analytical tools. Working across the Data Office and wider organisation, you’ll help services turn complex information into clear evidence for action.

As a Data & Insight Analyst, you’ll help Oxfordshire County Council become more data-driven by turning data into clear insight that supports planning, service improvement and decision-making. Your work will help colleagues understand demand, identify trends, measure performance and make informed choices about how services are designed and delivered.
Working within the Data Office, you’ll use data from a range of sources and apply analytical techniques across the full data lifecycle, from sourcing and preparing data through to analysis, visualisation and insight generation. You’ll support statutory reporting, performance management, forecasting and evidence-based decisions on some of the council’s most important priorities.
You’ll work closely with colleagues and partners across different service areas, translating questions into analysis and analysis into practical recommendations. You’ll also help teams make better use of data by improving processes, developing dashboards and exploring opportunities for automation and modern tools, including AI where appropriate.
As part of a flexible Data Office function, you may work across multiple service areas or develop expertise in a specific domain, including Adults Services, Children’s Services, Strategic Insights or Customer Experience.
Key responsibilities will include, but are not limited to:

Sourcing, preparing and analysing data from a range of internal and external sources to produce clear reports, dashboards and insights

Applying appropriate analytical techniques and tools to support service delivery, performance management and strategic decision-making

Working with colleagues and partners to understand data requirements and deliver analysis that meets business needs

Presenting clear, evidence-based insights and recommendations to managers, elected members and other stakeholders

Supporting statutory reporting, data quality, governance and compliance with data protection standards

Contributing to the development of data tools, visualisations and best practice to improve how data is used across the organisation

What You'll Bring

Experience working in a data, analytics or research role, applying structured approaches to analysis

Strong experience producing insightful reports, dashboards and data outputs, and presenting findings to a range of audiences including senior stakeholders

Ability to develop robust, evidence-based analysis and recommendations to support strategic and operational decision-making

Strong data literacy, with the ability to interpret, manipulate and communicate complex datasets in clear written, numerical and visual formats

Experience using analytical and data visualisation tools to analyse data and present actionable insights

Ability to identify trends, patterns and opportunities within data to inform service improvement and forecasting
-
Previous experience within local government or a similar public sector environment would be advantageous, but is not essential
