Registered Manager (Domiciliary Care)

Company: Morning Stars Care

Salary: £45,000 per annum (Pro Rata)

Working Hours: 20 hours per week (Part-Time)

Location: East London (with local travel as required)

Are you an experienced Registered Manager with a passion for delivering outstanding domiciliary care and growing high-quality services? Morning Stars Care is looking for an ambitious, compassionate, and commercially minded Registered Manager to lead and develop our domiciliary care service across East London. Alongside delivering outstanding, CQC-compliant care, you'll play a key role in growing the service by developing relationships with Local Authorities, ICBs, and community partners, securing new care packages and expanding referral opportunities.

About the Role

As our Registered Manager, you will provide visible leadership across the service, ensuring safe, effective, and person-centred care while maintaining full compliance with CQC regulations and the Fundamental Standards.

Alongside leading day-to-day operations, you will play a key role in growing the service by developing strong relationships with Local Authorities, Integrated Care Boards (ICBs), brokerage teams, and other community partners to secure new care packages, contracts, and referral opportunities.

Key Responsibilities

Act as the CQC Registered Manager for the domiciliary care service.
Lead the day-to-day operational management of the service, ensuring safe, effective, and person-centred care.
Maintain full compliance with CQC regulations, legislation, and internal policies.
Prepare for and lead CQC inspections, ensuring the service remains inspection-ready.
Lead quality assurance, audits, spot checks, safeguarding, complaints, incidents, and continuous service improvement.
Oversee care planning, risk assessments, reviews, medication management, and staffing to ensure excellent outcomes.
Recruit, lead, develop, and support coordinators, supervisors, and care staff through supervision, training, and performance management.
Promote a positive culture focused on learning, wellbeing, accountability, and high-quality care.
Develop and maintain strong relationships with Local Authorities, ICBs, brokerage teams, discharge teams, and other community partners.
Generate new business opportunities by securing care packages, increasing referrals, and supporting service growth.
Lead or contribute to tender submissions, framework applications, and contract mobilisation.
Monitor budgets, service performance, KPIs, and contractual compliance.
Ensure accurate record keeping, reporting, and information governance in line with GDPR requirements.

Requirements

Level 5 Diploma in Leadership for Health and Social Care (or equivalent).
Eligible to register (or already registered) as a CQC Registered Manager for Domiciliary Care.
Minimum 5 years' experience within domiciliary care, including substantial experience as a Registered Manager or Service Manager.
Strong knowledge of CQC regulations, Fundamental Standards, and safeguarding requirements.
Proven experience managing audits, inspections, quality assurance, complaints, and service improvement.
Demonstrable experience recruiting, leading, and developing care teams.
Proven track record of generating new business, securing care packages, and increasing service growth.
Strong existing relationships with East London Local Authorities, ICBs, brokerage teams, and commissioning services.
Experience leading or contributing to tenders, frameworks, or Dynamic Purchasing System (DPS) applications.
Excellent report writing, organisational, and IT skills.
Experience using care management systems such as Access Care Planning and Access People Planner (desirable).
Full UK driving licence and access to a vehicle for work.
