About Us

Clutter‑B‑Gone is an award‑winning specialist cleaning, hoarding‑support and property‑clearance company working with councils, housing associations, charities and public‑sector organisations across the UK. As we continue to expand our public‑sector partnerships, we are looking for an experienced and highly organised DPS, Frameworks & Tender Manager to manage our procurement presence, identify relevant opportunities and ensure we are positioned to win more work through public‑sector routes.

This is a key role for someone who understands DPS platforms, framework applications, tender portals and bid submissions, and who can create the systems, documents and processes needed to support consistent, compliant and high‑quality tendering.

Role Summary

The DPS, Frameworks & Tender Manager will take responsibility for identifying, registering and maintaining Clutter‑B‑Gone on relevant Dynamic Purchasing Systems (DPS), framework agreements and public‑sector procurement portals. The role will include completing framework applications, managing DPS audits, monitoring tender opportunities, writing high‑quality bids and maintaining all documentation required to support compliant tender submissions.

You will also develop and maintain a comprehensive bid library and compliance pack, ensuring we have ready‑to‑use, accurate and professionally written content for future tenders, mini‑competitions and supplier questionnaires.

Key Responsibilities

DPS, Framework & Portal Management

· Identify and evaluate relevant DPS, framework and approved supplier opportunities across the UK.

· Complete registrations and applications for relevant DPS and framework agreements, ensuring submissions are accurate, compliant and submitted on time.

· Monitor procurement portals daily and flag suitable opportunities to the leadership team.

· Maintain supplier profiles across portals such as ProContract, In‑Tend, Delta, ESPO, YPO, Fusion21, PfH, SEC, CCS and other relevant platforms.

· Track renewal dates, portal updates, new requirements and changes to procurement rules or documentation.

Tender Writing & Bid Submissions

· Prepare and submit high‑quality tender responses, mini‑competitions, supplier questionnaires and capability assessments.

· Write clear, persuasive and compliant responses covering service delivery, methodology, mobilisation, quality assurance, safeguarding, social value, environmental commitments and contract management.

· Coordinate pricing information, supporting evidence and operational input to ensure bids are complete and competitive.

· Manage tender deadlines, clarification questions, submission requirements and post‑submission feedback.

Bid Library, Compliance Pack & DPS Audits

· Create, organise and maintain a professional bid library containing reusable tender responses, case studies, service descriptions, method statements, accreditations and supporting evidence.

· Build and maintain a tender compliance pack including insurance certificates, policies, RAMS, safeguarding documents, environmental documentation, data‑protection materials, quality assurance evidence and other mandatory records.

· Complete DPS audits, supplier reviews and periodic compliance checks to ensure Clutter‑B‑Gone remains eligible and visible on relevant procurement routes.

· Ensure all documents are current, correctly named, easy to access and aligned with public‑sector tender requirements.

Supplier & Stakeholder Engagement

Build strong relationships with procurement teams in councils and housing associations.
Act as the main point of contact for all procurement‑related communication.

Reporting & Process Improvement

· Maintain a clear tracker of DPS registrations, framework applications, live tenders, bid deadlines, submission outcomes and renewal dates.

· Produce regular updates for senior leadership on opportunities, risks, pipeline activity and bid performance.

· Analyse tender feedback and identify improvements to strengthen future submissions.

· Develop simple processes that make tender monitoring, document control and bid production more consistent and efficient.

Skills & Experience

Essential

· Proven experience with public‑sector procurement, DPS platforms, frameworks, tender portals or bid submissions.

· Strong tender writing skills, with the ability to produce clear, persuasive and compliant bid responses.

· Experience creating or maintaining bid libraries, compliance packs, supplier profiles or tender documentation.

· Excellent organisational skills and the ability to manage multiple portals, deadlines and document requirements at once.

· High attention to detail, accuracy and document control.

· Confident using procurement portals such as ProContract, In‑Tend, Delta, ESPO, YPO, Fusion21, PfH, SEC, CCS or similar.

· Ability to work independently, prioritise workload and keep leadership informed of progress, risks and opportunities.

Desirable

Experience in tender writing or bid management.
Knowledge of social‑value requirements and environmental compliance.
Understanding of safeguarding, vulnerable‑client work or trauma‑informed services.
Experience supporting operational teams in service‑delivery environments.
