Your next role

You will lead the recommissioning of our lead homecare provider contract. The current arrangement is delivered through a lead provider model (with sub-contractors) and is due to expire in January 2028. The current lead provider has just received their second outstanding CQC rating in a row. The current model also enables 100% of Homecare to be delivered in the Council's published rates and has successfully met the increasing demand for homecare over the last 8 years, with requests for homecare able to be resourced and started within 24 hours from the hospital or from the community. It is vital to maintain the quality, timeliness and financial stability of the current model.

We have undertaken a thorough review of the model and are starting to assess our future commissioning options, we would like a commissioner to join us as soon as possible (early applications encouraged as we reserve the right to close the applications early and interview early) and input into assessment of the future options (commissioning strategy) and the procurement strategy.

A decision on the commissioning strategy will need to go to Cabinet.

What we need from you:

You must have prior experience of commissioning homecare for Adults.
You must be comfortable operating at both a strategic level and a detailed level. No job is too big or too small if it ensures the overall outcome is delivered.
You must be a self-starter and a starter-finisher – we require a candidate to be committed to stay with us throughout the journey, including remaining with us post-mobilisation of the contract to ensure the transition to the new arrangements is smooth and that the contract is stabilised.

The team operates a hybrid working model, you will need to be able to be in Swindon as and when the delivery of the commissioning activity requires it, this is likely to be a minimum of 1 day a week.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).

You will be subject to an enhanced Disclosure and Barring Service Check.
