Role Purpose

The Learning & Capability Specialist develops and delivers the organisations capability strategy into high quality learning solutions and measurable uplift in leadership, manager and professional skills. Reporting to the Head of OD&D, the role operates as the organisations subject matter expert for learning and capability growth - leading the learning portfolio needs analysis, curriculum design, learning procurement and contract management, delivery and evaluation, ensuring activity is practical and aligned to organisational priorities. Operating across a hybrid model, the role partners with Senior People Partners, Line Managers, Heads of Professions and Profession Leads and service enablement hubs to build coherent capability pathways, optimise the learning offer, manage learning budgets and evidence impact through analytics.

Key Accountabilities

Create an organisational capability strategy and translate into a comprehensive learning roadmap, defining pathways, success metrics and benefits to meet workforce priorities.
Lead learning needs analysis and solution design, commissioning and/or creating inclusive, accessible programmes aligned with Ofgem's skills and capability ambitions and the needs of Ofgem Professions/Directorates.
Own learning procurement and contract management, managing supplier selection, commissioning, performance and commercial assurance to ensure value for money.
Provide oversight of professions learning budgets, supporting transparent prioritisation, forecasting and spend control aligned to organisational priorities.
Evaluate learning impact and drive continuous improvement, using dashboards and analytics to refine content, delivery methods and communications.
Build stakeholder engagement and capability, equipping leaders and managers to reinforce learning and partnering on campaigns to maximise uptake.

Key Responsibilities

Strategic Skills and Capability Development

Translate strategic priorities into an annual learning plan and multi‑year roadmap. Define capability pathways, develop targeted talent academies with associated success metrics and benefits. Sequence cohorts and campaigns to meet workforce needs.
Partner with organisational professions to design coherent professional capability pathways aligned to job families, career frameworks and workforce plans.

Learning Needs Analysis (LNA) & Solution Design

Lead diverse and targeted LNAs, prioritise gaps, commission or design & deliver solutions. Ensure accessibility, inclusivity and alignment to Success Profiles and job family frameworks.
Work with profession leads to assess professions specific capability gaps and commission targeted learning interventions.
Support the delivery of organisational wide learning priorities and initiatives using your subject matter expertise in growing skills and capabilities to ensure successful delivery of organisational wide programmes.
Management and delivery of the Civil Service and internally lead talent programmes.

Learning Procurement & Contract Management

Lead learning procurement activity, including options appraisal, business cases, supplier selection, contracting and mobilisation.
Manage learning contracts and supplier performance, monitoring SLAs, KPIs, spend and benefits realisation and driving remediation where required.

Evaluation & Continuous Improvement

Utilise dashboards and reports on Learning performance and develop improvement strategies to refine content, delivery & communications.
Provide insight into return on investment and value for money, including analysis of learning spend.

Stakeholder Enablement & Communications

Manage a portfolio of clients - equipping leaders and managers to create a learning mindset within their business areas supporting the overall ambition of Ofgem.
Partner with ED&I and Wellbeing & Engagement leads on design and campaigns to address developing an inclusive, diverse, healthy environment for colleagues.
Effective use of communication channels to drive uptake leading on all staff calls to provide expert learning advice for all colleagues.

Key Outputs & Deliverables

Annual learning & capability plan and multi‑year roadmap with KPIs, milestones and benefits measures.
Capability pathways and curriculum with clear prerequisites, outcomes and assessment approaches.
Blended programmes and assets that meet accessibility standards.
Learning procurement plans, contracts and supplier performance reports with clear value for money evidence.
Professions learning budget oversight, including forecasts, spend reports and prioritisation recommendations.
MI dashboards and evaluation reports and action plans.
Mandatory learning coverage reports with remediation plans and governance papers for executive boards.

Person specification

Key Skills & Capabilities

Proven experience leading end‑to‑end learning and capability delivery in a complex/public sector environment, linking learning to measurable performance and culture outcomes.
Strong capability in learning needs analysis, curriculum design and blended learning, with inclusive and accessible design practice.
Proficient in supplier and platform management, cohort scheduling and quality assurance.
Data‑literate - confident with evaluation frameworks, dashboards and using MI to drive improvement.
Excellent facilitation and stakeholder skills. Credible with senior leaders and practical with managers.
Clear communicator and effective writer for guides, toolkits and learner communications.
Organised, outcome focused and resilient. Comfortable managing peak periods and multiple programmes.

Essential Criteria

Strong stakeholder management skills with evidence of operating as a trusted partner delivering learning excellence on behalf of the People function.
Proven track record in leading Learning Needs Analysis (LNA) and designing and delivering learning and capability programmes that translate organisational priorities into impactful interventions with measurable improvement in skills and capability.
Experience managing suppliers and external partners to deliver high-quality learning solutions.
Demonstrable success in building coherent capability pathways for leadership, management and professional skills.
Ability to use data and analytics to evidence impact and drive continuous improvement in learning provision.
Professional qualification in Learning & Development or Human Resources (e.g. CIPD Level 7), or equivalent work experience.

Desirable Criteria

Experience working within a complex organisation with knowledge of capability strategies and learning governance.

Qualifications

Professional qualification in L&D or HR e.g. CIPD Level 7 or equivalent.
