Capel Court is a Church of England Pensions Board retirement community living scheme with 31 self-contained flats.
We are seeking someone with proven leadership skills to manage a multidisciplinary team of staff and to continue to deliver an excellent on-site housing management and support service to our residents.
Although our scheme provides independent living you should understand and ideally have experience of managing support needs. Prior experience of working with older people is ideal. Candidates should be able to assess, plan and deliver individual packages of support for our residents.
Applicants should be enthusiastic and friendly with a positive approach and have the drive and passion to implement continuous improvement, with a vision to develop the service and the staff to achieve the best outcomes. We will be looking for a good awareness of Health & Safety legislation and Food Safety. You will be able to effectively manage all the risks associated with the provision of accommodation and services to older individuals including safeguarding, health & safety (including fire safety) and risk management. Applicants should have knowledge of housing practice, financial budgeting and building maintenance.
We are looking for someone who is self-motivated and has excellent verbal and written communication skills. You will also need to be able to work under pressure and be able to meet deadlines.
IT literacy is essential and any experience of using housing management information systems will be an advantage. The successful applicant will be required to manage and participate in an out of hours on-call duty rota for building related matters.

Job Summary
To provide an effective and responsive operational day to day service that ensures the highest quality of life for residents living in the scheme.
Key Responsibilities
Your job description is intended to reflect your main tasks and areas of work but is not exhaustive. Housing Operations
- Oversee the effective management of the Community Living scheme.
- Develop and implement policies, procedures, and systems to support housing operations.
- Monitor occupancy levels, void management, and resident wellbeing.
- Ensure that the building, its grounds, and equipment are maintained to a high standard, compliant and safe.
- Ensure adequate cover to provide, and be part of, an out of hours on-call building emergency cover which may involve attendance on site.
Financial
- Support the preparation, setting, monitoring and final accounts of the annual scheme budgets.
- Manage goods and service providers to ensure value for money and that expenditure is within budget.
- Ensure that the management and control of sundry income, staff payroll, sickness and annual leave is in accordance with policy and procedure.
Compliance and Governance
- Ensure the scheme operates in compliance with relevant legislation, regulations, safeguarding requirements, health and safety standards, and best practice guidance.
- Maintain accurate records, documentation, and reporting systems.
- Monitor and manage risk.
- Engage with, and implement, action plans that address audit recommendations or actions.
Staff Management
- Recruit, supervise, support, lead and develop a multidisciplinary staff team.
- Conduct inductions, supervision meetings, appraisals, and performance management processes.
- Foster a positive, inclusive, and high-performing team culture.
- Ensure staff receive appropriate training and professional development opportunities.
Resident Support and Service Quality
- Promote a person-centred approach that supports residents to achieve positive outcomes and independence.

- Ensure effective rotas are in place to provide the required services.

Essential
Education/Professional
- A levels or equivalent educational standard
Skills and Experience
- A minimum of 2 years’ experience in a staff management role, with a proven track record of working with older people.
- Able to demonstrate credible leadership and in providing staff supervision, development and performance reviews.
- A proven understanding of, and experience in, managing support needs for older people.
- Understanding of landlord responsibilities and the landlord and tenant relationship
- Liaising and working with external agencies to facilitate the wellbeing of residents.
- Understanding of relevant legislation – e.g. Health and Safety at Work Act 1974, Data Protection Act 2018 etc.
- Experience of planning and working with the outcomes of risk assessments.
- Experience of assessing, planning, implementing and evaluating packages of support.
- Experience of setting and managing budgets and service charges.
- The ability to form effective working relationships with a variety of stakeholders.
- An ability to adapt and to manage change, to challenge constructively, and to be open to challenge.
- Computer literate – a minimum of basic knowledge including Microsoft applications.
- An understanding of, and sympathy with, the culture and ethos of the Church of England.

Criminal Records
This role involves unsupervised working with older people and is exempt from the Rehabilitation of Offenders Act 1974 in respect of spent convictions. This post is subject to an enhanced Disclosure and Barring Service (DBS) check, satisfactory references, and verification of the right to work in the UK.
TERMS OF EMPLOYMENT
Pay: £42,400 per annum
Annual pay review in April.
Pension Contributions: Non-clergy staff will be admitted to the Defined Contributions Scheme.
Hours of Duty: Normal hours per week are 40.
Annual Leave: 28 days paid leave per year; the leave year runs from 1st January to 31st December.
Contract: This post is permanent subject to a six-month probationary period.
