Full job description

The Operations Director will lead and manage all the clinical services provided across Rampton Hospital. They will drive the development, transformation, modernisation and integration of the in-patient services to remove unnecessary variation and ensure safe, high-quality care and treatment and a positive patient experience. The Operations Director will work collaboratively with the Clinical Directors and Associate Directors of Nursing (ADONA’s) to set the strategic direction for care provision, will have responsibility for ensuring safe care in high secure environments and be accountable for the operational delivery of the hospital.

The post holder will support the planning processes of the Trust and Commissioners for high secure services across Nottinghamshire interpreting local and national policy, ensuring safe, efficient and effective service provision. The postholder will provide strategic support to the Forensic Care Group Director working with the Associate Medical Director, Nurse Director and external Commissioners to deliver the agreed programmes of Therapy, Social Care, Quality Improvement and performance management.

The postholder will proactively work closely with partner organisations on the development of existing and future services, care pathways and models of care

Rampton is one of England’s three High Secure Psychiatric Hospitals. It provides High Secure services for patients with a mental illness and personality disorder. It also provides the national service for men with learning disability to England and Wales and the national service in England and Wales for men who have mental health problems requiring who are pre-lingually deaf. Rampton Hospital is also the sole High Secure Psychiatric Service for women in England and Wales.

The role has the responsibility for transforming the provision of High Secure in-patient services for Nottinghamshire Healthcare to achieve the modernisation agenda and working with the Senior Team in relation to planning, development and delivery of services.

The role will be integral to ensuring a positive relationship with commissioners and securing funding to support the development of services provided by the Hospital.

The individual will need to be a highly experienced manager with sound commercial acumen, analytical insight, with an influential, diplomatic and highly inclusive approach to leadership. With proven experience of delivering highly complex services, redesign and development, delivering efficiencies and the successful performance management of services. The post holder will routinely be accountable for the safe governance of the in-patient areas and care at Rampton Hospital ensuring that a high quality secure clinical service is provided which is responsive to patient need and meets the requirements of the Department of Health, Regulators and Commissioners of the service.

To ensure that the Forensic Care Group Director is properly briefed on any matters relating to the High Secure direct care Service.

To directly line manage the heads of services of TES, Social Care and Health Centre Provision to ensure these services meet the patient’s needs.

Responsible for a range of highly complex decisions in relation to the security of the Hospital especially at times of crisis or prioritising between issues requiring funding.

To absorb highly complex information and facts requiring analysis and interpretation of situations to formulate plans including option appraisals including being prepared at short notice to adjust and modify strategies and plans to fit unforeseeable changes.

To ensure that the clinical areas meet their key performance indicators – both those determined internally by the Trust and those set externally by the Department of Health, NHS England, Commissioners of the Service and Mental Health Act Commissioners.

Support/lead the development, evaluation and review and ensure the implementation and monitoring of policies and procedures relating to high secure care. This is to ensure that levels of security are maintained alongside clinical policies and procedures linked to care and treatment plans.

To ensure that the Hospital works to the best value for money principles and within its annual budget.

Ensures that the in-patient budget remains in financial balance, taking remedial action where budget forecasts predict a variance from financial plans.

A large complex works force, lead and motivate a nursing leadership team, Psychology, Therapy and Education employees ( AHP’s) , Psychology teams ensuring that they have the appropriate skills to deliver; including regular annual appraisals and adhere to mandatory training requirements.

To influence the 5-year business plan development and annual review. To develop the business plans in collaboration with the Clinical Directors and Associate Directors of Nursing and AHPs.

To establish and maintain robust and effective working relationships with staff and their representatives to ensure that a healthy employee relationships climate is in operation.

Mandatory requirement to undertake Breakaway Training, Security Update training in addition to other Trust wide aspects e.g. Fire, Display Screen Equipment, Manual Handling.

Please note applicants will be required to pay for their DBS check. Costs are deducted from salary following appointment. The cost of the DBS application is £26.40 (standard) or £54.40 (enhanced), this cost will be deducted from your salary over the first 2 months of employment.
