Roles That Matter

As part of the Delivery Team, you will provide guidance and support to service areas on learning and development, workforce planning, organisational development initiatives and apprenticeship programmes.

You will play a key role in delivering a forward-thinking workforce strategy (2025–2028), ensuring our workforce is skilled, supported, and equipped to deliver high-quality services for children, young people, and families. The Workforce Strategy is looking to our future as an organisation, a community and a partner - an exciting opportunity to set direction and an ambition that can drive outcomes for our borough and delivers transformational change.

Working closely with Heads of Service, Assistant Directors and managers, you will help identify workforce development needs, coordinate learning programmes and support the delivery of organisational priorities through people development that directly support workforce capability and service improvement. You will support the delivery of our ambition to be “Brilliant at the Basics and Beyond,” learning & development programme.

A core focus of the role will be delivering projects aligned to the Workforce Strategy 2025–2028, with a particular emphasis on:

Building workforce capacity and capability within children’s services

Supporting professional development pathways for social workers

Designing and delivering targeted learning programmes

Ensuring alignment with regulatory and professional standards

Key responsibilities include:

Maintaining learning systems, training records, and budgets
Supporting workforce development projects across Children’s Social Care
Coordinate learning and development programmes tailored to social work teams
Coordinating, commissioning, and supporting the facilitation of learning and development programmes aligned with organisational values and policies
Supporting workforce and succession planning, as well as career development
Support implementation of initiatives linked to the 2025–2028 Workforce Strategy
Designing and facilitating engaging, inclusive training solutions
Promoting and maximising the use of the Apprenticeship Levy
Working collaboratively across services to build workforce capability and improve performance

We are seeking a confident and engaging communicator, with proven experience or a strong understanding of learning and organisational development practices, who can effectively work with a range of stakeholders to deliver high-quality workforce development initiatives. Highly organised and proactive, you will provide expert advice and guidance to managers and employees, helping to identify and respond to workforce development needs. You will have experience coordinating projects, programmes or training activities, excellent organisational and administrative skills with strong attention to detail. A commitment to equality, diversity and inclusion and creating accessible learning opportunities. A strong understanding of children’s social care or social work practice (or experience working alongside these services).
