Job summary

Performance, Assurance and Evidence team

The purpose of the Performance, Assurance and Evidence (PAE) team is to oversee the performance of ministerial departments and public bodies in understanding and reducing the impact of fraud.

The team does this by monitoring the performance of public sector organisations, maintaining the evidence base for counter fraud and undertaking a range of assurance and review activities on behalf of the Public Sector Fraud Authority (PSFA).

This is an outward facing role working closely with a range of partners, both across the PSFA and in ministerial departments and public bodies.

Job description

In this role, you will develop performance measurement frameworks and analyse performance against these, adapting your approach and framework appropriately and in line with any changes.

As senior performance analyst you will look to delegate, automate or upskill others in analysis where possible and appropriate, provide leadership within your team and proactively use analysis to improve services.

At this role level, you will:

be skilled and experienced at carrying out the day-to-day activities of a performance analyst, including setting up performance measurement frameworks.
have excellent communication and presentation skills, with the ability to deliver complex data in a clear and succinct manner.
carry out complex analysis, working with other teams where necessary.
actively contribute to the performance analysis community across government, while forging links with other analytical disciplines.
manage one or more performance analysts and ensure the team is equipped with the required skills

This is a wide-ranging post where the senior leaders will be looking for you to use your expertise and experience to drive forward our work and develop the thinking for the future. You will support the Heads of Performance, Assurance and Evidence on a number of key deliverables, including:

Developing a process to understand performance across the system, which can be communicated with Ministers and senior officials. This will include understanding fraud performance in welfare and tax, alongside the work conducted by PSFA to push the rest of the system to perform more.
Improving the understanding and insight of departments group performance through the analysis of the evidence base.
Drafting the Fraud Landscape Report, using analysis and insights from the evidence base.
Leading and optimising the analysis related to Financial Metrics (including counter fraud performance target setting and monitoring), by ensuring excellent analysis.

Your focus will depend upon the priority of the team at different times of the year.

Key deliverables and responsibilities

Act as a performance lead for government departments and public bodies, working with their counter fraud leads to ensure performance metrics are in place and standards are being met to enhance the response to tackling fraud.
Support senior leads in the team to deliver against the Performance, Assurance and Evidence commitments in the PSFA mandate, encouraging others to comply, providing high quality accurate reporting on outcomes. This includes drafting reports, submissions and presentations.
Lead on short-term projects to improve counter fraud performance measurement, risk, assurance and the evidence base, learning from others (both in the UK and abroad). You will often be responsible for the development and delivery to an agreed timeline and quality of a project with the support of other team members.
Support the preparation of high quality, informative updates to PSFA and PAE leadership, the Perm Sec and Ministers setting out progress and identifying areas for increased delivery.
Contribute to the wider PSFA and/or Cabinet Office as part of a corporate objective.

Technical skills

Analysis and insight: understand and help teams to apply a range of techniques to analyse data and provide insight, be proactive and present compelling findings that inform wider decisions, apply innovative approaches to resolve problems
Communicating analysis and insight: turn complex data into compelling, clear and actionable stories, share data communication skills with the team and across government, present analysis and visualisations in clear ways to communicate complex messages, communicate negative and positive information to stakeholders, give tactical and strategic recommendations
Performance measurement: lead the development of performance measurement frameworks, demonstrate a deep understanding of business goals and can turn these into tangible performance measures
Quality assurance of data and analysis: set up a system to get data ready for use, specify how data should be cleansed and prepared, bring data together from different sources, communicate the limitations of data
Technical understanding: show a deep understanding of the technical concepts required for the role and understand how they fit into the wider technical landscape, understand the limitations of digital technology
Working within constraints: work with and challenge senior stakeholders, prioritise and mitigate constraints and can turn them into an advantage, adapt the approach according to constraints, demonstrate a good knowledge of security and data privacy.

Essential criteria

Strong technical skills (see above technical skills section)
Excellent written and oral presentation skills, able to communicate complex information succinctly
Strong stakeholder management and relationship building skills and experience; able to command confidence of peers and stakeholders
Prioritisation, planning and delivery skills in steering multiple pieces of work to a successful conclusion
Comfortable working at pace and able to set clear plans whilst managing competing priorities

Desirable criteria

Experience of working in a role requiring knowledge of counter fraud, risk management/ audit, economic crime or anti-corruption
Experience of working across or with different organisations to negotiate the delivery of activities and hold them to account for delivery using performance management information

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%. Requirements to attend other locations for official business will also count towards this level of attendance.
