We have a great opportunity for an experienced property professional to join our Asset Management Team.

About our Property and Asset Management Service

We provide professional asset and estate management services and deliver property management solutions for the general fund portfolio. The portfolio is mostly commercial property and land including corporate offices, leisure centres, investment property, country park estates, and community centres.

Taking responsibility for the estate management of an allocated commercial and corporate property portfolio to maximise value for the Council, your duties will include:

Landlord and Tenant professional and estate management work, including leasehold and rent review negotiations, using comparable market evidence for the investment portfolio and land
Advising colleagues on the best course of estates action and supporting them with their service objectives, ensuring details are processed, records are accurate and rent is invoiced correctly
Supervising support officers, contractors and consultants for site-specific works
Monitoring debt on the allocated portfolio for monthly review with the Head of Service and taking instructions in relation to enforcement action
Progressing leases, licences, wayleaves, easements, from agreement of Heads of Terms through to a successful completion
Undertaking agency work, including viewings, and supporting with valuation inspections
Conducting a programme of property and land inspections to check L&T obligations, documenting records and working with the wider team to plan remedial works
Dealing with estates issues such as land management disputes, encroachment, unauthorised structures, and assist other services with remedial action.
Ensuring H&S and EPC property compliance for areas the Landlord controls, with support from the Asset & Project Officer and the Building Surveyor, identifying remedial works and supporting with tenant liaison
Supporting the Council’s annual asset valuation programme, responding promptly to queries from the Finance and Audit teams

Our ideal Estates Surveyor will have the below skills and experience:

A full UK driving licence and use of a vehicle for work purposes is essential, as the role will involve site visits that may not be on public transport routes
You will ideally have membership of RICS, be working towards this or have an equivalent professional membership
A degree level qualification in a property discipline
Several years’ experience of estates management on commercial and corporate property portfolios, with some of this within the public sector
Extensive experience of conducting rent reviews, lease renews, including good understanding of the processes to follow
Extensive experience in transaction negotiations, utilising correct process to identify correct rental levels
Ability to build and maintain good relationships with staff, Members, tenants, consultants and contractors
Ability to work in a pressurised environment, to prioritise work and positively manage expectations
Good IT skills (property and financial databases, Microsoft Office)
