Job Title: MBS Senior Data Quality Analyst
Salary: The starting salary is £48,995, which includes allowances totalling £3,009.
The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Background to the Role
Met Business Services (MBS) is a new way for the Met to deliver enabling services to all of our officers and staff. MBS is a front-line focused services organisation that sets our people up to succeed, reduces admin, provides a single source of truth for all HR, Finance and Commercial data, providing a critical cornerstone to fix our foundations.
MBS will help every person and supplier working with the Met by:
Building a modern and efficient industry-standard business services directorate, building and pooling key specialist capabilities, strengthening HR, Finance and Commercial functions whilst removing functional silos;
Designing end-to-end services, building them the needs of the users rather than in functional process silos and seamlessly integrating them regardless of how they are delivered; and
Providing easy-to-use interfaces and ‘one-touch’ services for end-users that leverage the potential of contemporary technologies like automation and low-code workflows.

Role Description
The Met Leadership have approved the design and implementation of a centralised service delivery model (Met Business Services – MBS), to replace functional services with business services, breaking down silos and building end-to-end services around user requirements. The initial scope of the MBS model will be MPS Commercial, Finance and HR scope of services functions with the flexibility and scalability of bringing additional new services into it.
A key enabler of the MBS led transformation is the implementation of a new Data and Solutions Capability within Met Business Services. The Data Quality Team will be responsible for promoting and executing the holistic data quality solutions that ensure high quality and accurate data to drive data driven decision-making across MBS, by ensuring data adheres to a set of predetermined standards. The MBS Senior Data Quality Analyst will monitor the quality of data and examine complex data to optimise the efficiency and quality of the data being collected. They will work to resolve data quality problems, and collaborate with system owners, process owners and data owners to improve systems and data processes.
The MBS Senior Data Quality Analyst will report into the MBS Data Quality Lead, and work with other Data Quality Analysts to develop and implement processes and tools for measuring, assessing and improving the quality of data across MBS Function. In addition, the Data Quality Team will work alongside the MBS Data Pillars including Data Management, Reporting, and Data Governance to drive the delivery of these capabilities for the Met.
Key Responsibilities
What does the average day look like? Your core duties will include (but are not limited to):
MBS Data Quality
Lead technical design and build of proactive and reactive data quality processes to improve business trust in data
Oversee the gathering and data quality issues and requirements to resolve, define KPIs, measures and metrics for reporting data back to the business data owners.
Analyse data within business reports and purpose built data quality monitoring to provide pertinent insight for all stakeholders to inform potential risks and issues that could strategic decision-making
Support the Data Quality Lead with the execution of the Data Quality capability that can adjust to dynamically changing business needs and technology enhancements that ensures that data that underpins the reports is continuously relevant and accurate. This includes delivery of data quality frameworks and solutions including dashboards, scorecards and automated reports
Lead all data quality dashboard and scorecard testing based on the defined data standards to make sure a high level of quality assurance is met before sharing with stakeholders
Monitor data quality dashboard usage, remediation progress made and actions taken and report to the Data Quality Lead and senior MBS leaders ensure continuous improvement of data quality
Lead the research, design, develop, test, and deploy Data quality and assurance process and controls.
Manage the deliver timely, high quality and insightful outputs, utilizing OAC or other Data Quality tools and methods to create effective reports and insights to relevant stakeholders
Own the creating of all technical documentation required to support the team. This includes data dictionary and data catalogue.
Ensure usability and user experience of data quality dashboards, scorecards and reporting are optimised for maximum impact
Develop and maintain a comprehensive suite of dashboards, reports, analysis and visualisations, mainly using the ERP solution (e.g. Oracle Integration Cloud) but may at times use other tools to complement the analysis (Tableau, Power BI etc.)
Help create with Data Quality Lead a communications plan that provides the right data to the right people in the best format to help enable trust in data and drive MPS’s ability to make informed and accurate decisions

Work with Data Quality Leads following stakeholder sessions across MBS and MPS and their third-party suppliers to review Data Quality rules, metrics and measures; designs, monitors and incrementally improves cleansing logic; develops processes for tracking, monitoring and resolving issues
Note: You may in addition be required from time to time to undertake additional duties necessary to meet the needs of the Met; such duties to be commensurate with the responsibilities and grading of the post.
Essential Selection Criteria
Successful candidates will be expected to evidence the following attributes:
Experience:
5+ years of Data Quality experience in enterprise-wide or Shared Services operations; Public Sector is desirable; policing experience is desirable
Experience in developing and improving data quality standards, processes and governance
Experience in delivering user centric data quality processes and placing the needs of end users at its core
Knowledge of operations of Oracle or other ERP platforms, specifically data sets and analytical capabilities
Detailed knowledge of core end to end services covering Commercial, Finance and HR scope of services
Proficiency in ERP platforms such as Oracle, with a broad understanding of HR, Finance, Procurement processes
Proficiency in statistical analysis, advanced Excel functions, SQL, data mining and dashboard tools (e.g. Tableau, Power BI, Oracle ERP and analytics cloud)
Experience establishing Data Quality rules, metrics and measures; designs, monitors and incrementally improves cleansing logic; develops processes for tracking, monitoring and resolving issues
Knowledge of public sector shared services and the challenges they face is highly desirable
Effectively communicate complex technical concepts to both technical and non-technical stakeholders, and to articulate technical information in a clear and concise manner
Ability to identify dependencies, assess risks and put effective risk mitigation plans in place
Strong set of analytical skills, including an ability to analyse, interpret and document trends and variances
Qualifications:
Preferable Bachelor’s Degree or equivalent experience
A recognised professional qualification is preferable e.g. certDA, aCAP, OCP.
