The Role
The Fire & Security Contract Manager holds day-to-day operational, technical and commercial accountability for delivery of the combined Lot 1 (Fire Safety Equipment) and Lot 2 (Security Systems & Communications Equipment) scopes of the Peabody Trust Term contract (TAC-1 2016). The scope covers fire alarms, fire extinguishers, AOV smoke ventilation, evacuation alert and EVC systems, EACIE, UPS and generators across Lot 1; door entry, access control, automatic doors, gates and shutters, warden call, CCTV, TV aerials and IRS across Lot 2. Fixatex will self-deliver the fire-safety scope and most of the security scope, with selected security work delivered through approved sub-contractors. Reporting to the Head of Operations, the post-holder acts as Fixatex’s direct counterpart to Peabody’s Contract Manager – the first stage in the contractual escalation hierarchy. The post holder leads a multi-disciplinary team of supervisors, administrators, engineers and sub-contractors – and is the single accountable owner for both self-delivered and sub-contracted performance, KPIs, statutory compliance, P&L and resident experience across both lots.
Responsibilities and Accountabilities
- Manage end-to-end day-to-day delivery of Lot 1 (Fire Safety Equipment) and Lot 2 (Security Systems & Communications Equipment) for the awarded Peabody Area, across both self-delivered and sub-contracted work.
- Act as Fixatex’s Stage 1 counterpart to Peabody’s Contract Manager, resolving issues within the 5 Working Day contractual window and escalating to the Head of Operations only where required – Fixatex remains the single accountable party to Peabody for all sub-contracted work.
- Manage day-to-day performance against Peabody’s agreed compliance, response, repair and certificate-turnaround SLAs.
- Source, qualify and onboard approved security sub-contractors, including pre-qualification checks on NSI Gold / SSAIB / NICEIC (security systems) accreditations, insurances (£10m PL/EL, £5m PI), H&S management systems, RAMS quality, financial standing, modern slavery and equality compliance.
- Negotiate and manage back-to-back sub-contract agreements that flow down all relevant Peabody TAC-1 obligations – KPIs, response times, certificate turnaround, asbestos regime, CDM 2015 duties, GDPR / Surveillance Camera Code of Practice, Real Living Wage, DBS Basic Check, social-value commitments and Considerate Constructors Scheme.
- Hold monthly sub-contractor performance reviews; monitor sub-contractor KPI compliance, first-time fix, kept appointments, complaint volumes and H&S performance; issue corrective-action plans and exercise step-in / replacement rights where standards are not met.
- Manage and resource an effective Out of hours callout rota, providing sufficient cover 24/7, 365 for Fire & Security callouts.
- Approve sub-contractor RAMS, method statements and CDM documentation before site works commence; conduct unannounced site quality audits on sub-contracted activity and maintain a digital audit trail of all sub-contractor visits, certificates and remedials.
- Plan, schedule and supervise the annual PPM programme across both lots against the SFG20 maintenance regime, and own performance against Peabody’s response-time KPIs – Priority 1 (2 hours), Priority 2 (4 hours), Priority 3 (24 hours), Priority 4 (10 Working Days) – on a 24/7/365 basis.
- Ensure 100% statutory compliance across the contract against the applicable standards and regulations, including company policies and procedures.
- Discharge supplier-side Principal Contractor duties under CDM 2015 for both self-delivered and sub-contracted activity, including site-specific Health & Safety Plans, asbestos checks against the Peabody Asbestos Register and RIDDOR reporting within one Working Day.
- Issue all fire-safety and security certificates in PDF to the Peabody Alliance Manager within 5 Working Days of each visit, including those produced by sub-contractors, and maintain a complete digital audit trail in the IT/API integration with Peabody.
- Process and Deliver on Technical Fire or Security related Fire Risk Assessments Actions transferred or issued from the Maintenance CM.
- Manage the combined Lot 1 + Lot 2 P&L for the Area, including budget tracking, monthly open-book reporting, NHF Schedule of Rates application, sub-contractor cost control and margin, £750 + VAT spot-repair authority and quoting any works above this limit for Alliance Manager approval.
- Drive resident experience – two weeks’ notice via SMS/WhatsApp + email, the three-stage appointment system with photo-evidenced calling cards, kept appointments, first-time fix and Stage 1 complaint resolution in line with Peabody’s Housing Complaints & Compensation Procedure – ensuring sub-contractors operate to the same resident-facing standards.
- Direct line and people management of Supervisors and administrators. You will follow the People Manager guide to ensure that you build a high-performance team, create an accountable and values driven culture, and nurture the growth and development of team members
- Conduct regular performance reviews, provide coaching and mentoring, and support career development pathways.
- Produce the monthly Lot 1 + Lot 2 input to the Activity Report, including sub-contractor KPI performance and risks, by the agreed internal deadline so the Head of Operations can submit by 10:00 on the 5th Working Day of each month.
- Produce the monthly contract report (SLA performance, financials, risks, recommendations) for the Head of Operations by the agreed internal deadline.
Qualifications
- Required: Demonstrable track record managing fire-safety and/or security-systems contracts on social housing, public-sector or other regulated residential estates, including direct accountability for a mixed self-delivered and sub-contracted delivery model.
- Required: Proven sub-contractor management experience – pre-qualification, back-to-back contracting, SLA management, audit and corrective-action / step-in rights – with the ability to evidence sub-contractor performance turnarounds.
- Required: Strong working knowledge of fire-safety standards (BS 5839-1, BS 5306, BS EN 12101, BS 8629, BS 5839-9), the Regulatory Reform (Fire Safety) Order 2005 and the Building Safety Act 2022 regime for higher-risk residential buildings.
- Required: Proven P&L / commercial accountability on contracts of c. £3m+ annual turnover, including open-book reporting, Schedule of Rates pricing and sub-contractor cost control.
- Required: Strong client-facing skills and ability to act as the day-to-day operational interface to a G15 housing association.
- Required: Strong IT skills, including client portals, mobile workforce systems, certificate-management software (PDF upload with naming conventions) and Microsoft 365
- Required: Prior experience working with HA’s.
Key Performance Indicators / Accountabilities
- Combined-lot KPI compliance – 100% of Priority 1 (2-hour), Priority 2 (4-hour), Priority 3 (24-hour) and Priority 4 (10 Working Day) response targets across both lots, measured monthly against Peabody’s Success Measures & Targets; no more than one month of below-target performance in any rolling quarter.
- Sub-contractor performance – 100% of nominated sub-contractors meeting agreed SLAs, audit and accreditation requirements; zero serious non-conformances and zero un-remediated H&S findings on sub-contracted activity within any rolling quarter.
- Statutory compliance – 100% on-time completion of the annual fire-safety and security PPM programme; 100% of certificates issued in PDF (including sub-contractor certificates) within 5 Working Days of visit.
- SLA compliance – meet or exceed Peabody’s contractual response, Compliancy figures, repair and certificate-turnaround SLAs every month; no rolling-quarter SLA breach.
- Combined-lot P&L – deliver gross margin within ±2% of agreed annual budget for Lots 1 + 2, with zero unapproved variances above the £750 + VAT spot-repair authority and sub-contractor spend within budgeted envelope.
- Health & Safety – zero RIDDOR-reportable incidents (Fixatex or sub-contracted); 100% pass rate on internal and Peabody H&S audits; all RAMS and CDM documentation in place before site works commence.
- Legislative & regulatory compliance – ensure full compliance with all applicable statutory obligations, including Electrical Safety Standards Regulations, Building Safety requirements, Awaab’s Law obligations and client-mandated compliance procedures.
- Resident experience – meet or exceed Peabody’s resident-satisfaction targets for both lots; first-time fix above target; zero non-attended appointments outside the three-stage appointment process; Stage 1 complaints resolved within the agreed timescale.
- Team & supply-chain integrity – voluntary attrition in the Lot 1 + Lot 2 team below 12% per annum; 100% of Fixatex and sub-contractor operatives holding valid DBS, scope-appropriate accreditations and current competency records.
