Job summary
The purpose of the Estates Officer - Specialist Estates Services is to manage a variety of engineering and environmental duties including maintenance, installation, testing, and repair and commissioning of services and equipment. This would include plant and equipment in accordance with relevant legislative standards and operational procedures to ensure the integrity of engineering services and infrastructure of the hospital and to provide a safe environment for patients, public and staff.

Main duties, tasks & skills required

o act as the Estates Decontamination Lead/Authorised Person.
To support the Estates Maintenance Manager & Head of Estates in the provision of a high quality, responsive, flexible & cost-effective estates service
To manage and provide specialist support for the ongoing management and development of Building Management Systems e.g. Fire Alarm Systems, Control systems.
To provide direct support to support the delivery and development of the CAFM system.
To support other Estates Officers across all disciplines
The post holder shall report to the Head of Acute Estates & Infrastructure and work alongside fellow Estates Officers for day-to-day operational duties. Other key responsibilities may include Authorised Person (AP) and Competent Person (CP) duties for:
Piped Medical Gases.
Electrical
Confined Spaces.
Ventilation, Refrigeration and Air Conditioning.
Building Management Systems

Duties and Responsibilities
Communication and Key Working Relationships
- Responsible to the Head of Acute Estates & Infrastructure.
- Working closely and supporting fellow Estates Officers across all disciplines.
- Following agreed standards, Health Technical Memorandum (HTM) current legislation and Approved Codes of Practice (ACOP) organise the maintenance and repair of hospital installations, building, plant, and equipment to keep unplanned downtime to a minimum.
- Have knowledge of and implement the Trust Health and Safety Policy, including the issue of, and adherence to, Permits to Work for staff and contractors, managing and ensuring that all documentation and records are kept up to date.
- Communicate effectively with other departments or departments leads in relation to service interruptions or shutdowns.
- Contribute to a safe environment by ensuring compliance with statutory safety legislation, Health and Safety, risk assessments, documentation, plant room and other requirements.
- Discharge duties as an Authorised Person for the following specialist services.
oDecontamination
oMedical Gases
oCAFM
oBuilding management systems e.g. Fire Alarm Systems, Control Systems.
oVentilation services
- Assess and Appoint Competent Persons in line with HTM guidance.
- Support with the delivery of CAFM to provide a PPM (Pre Planned Maintenance) schedule and an asset management system.
- Support the delivery of maintenance and plant replacement programmes.
- Manage and support Estates related service contracts, specifically related to ventilation, medical gases and decontamination.
- Work from and understand detailed engineering drawings and specifications and to ensure that current regulations are always followed.
- Supervise and assist contractors in conducting surveys and works, as required, including assisting with access to service areas (plant rooms, roofs, duct ways, etc.) and plant.
- Participate in Estates On-call rota, to ensure that emergencies and major problems occurring out of hours are attended and resolved.
- Deal with major incidents such as loss of services to critical areas, loss of medical gas to critical areas, loss of heating and hot water services to critical areas.
- Provide emergency assistance to the PFI Facilities Provider and other contracted services when required.
- Learn new techniques to develop skills as appropriate to ensure that the most effective methods are used in the course of your work.
- Demonstrate own activities to new or less experienced employees, providing advice, training and technical support to trainees/apprentices and maintenance assistants.
- Be aware of and use all staff related policies to ensure that staff welfare and the effectiveness of the team is maintained.
- Maintain quality and performance standards to ensure that allocated work is completed effectively and efficiently.
- Support the Estates Management Team to fulfil Service Level Agreements between Estates and other Trust departments and customer Trusts, advising line managers of any difficulties to ensure that communications are always maintained.
- Carry and use a Trust supplied form of mobile communication, e.g., pager, mobile phone and/ or tablet to always enable contact with colleagues whilst on duty.
- Actively promote and ensure that Health and Safety is prioritised within Estates and report any unsafe practices or equipment to appropriate Senior Management.
- Undertake any other reasonable duties allocated by Estates management.
- Communicates effectively with other Trust staff and professional leads including members of the strategic and capital projects team - dealing with service or general enquires and taking appropriate actions.
- Communicates effectively with external suppliers and/or service providers, dealing with service or general enquires.
- Responsible for building effective working relationships with Departmental and Directorate Managers, Estates Contractors, Estates Officer and the Estates Manager(s) and Estates Governance lead and other key stakeholders.
- Responsible for building effective working relationships with the subordinate management teams and hospital staff in relation to advice on the use of mechanical related topics, plant, or equipment.
- Carry out relevant training/toolbox talks and updates to all Estates craftsmen and duty holders.
- Responsible for ensuring regular communications are maintained with all stakeholders regarding energy management works.
- Responsible for maintaining collaborative working arrangements with the Trust's external nominated Estates contractors.
- Provide advice and support to the Trusts strategic/capital projects team for new builds, upgrades, or modifications.
