Full job description

Job Purpose

The Community Resilience Caseworker will provide holistic advice, casework, and practical support to individuals and families experiencing financial hardship, housing instability, digital exclusion, and other socioeconomic challenges within a hub model based within the Bury Park area of Luton.

The role focuses on early intervention, continuity of casework, and empowering residents to build long-term resilience, improve wellbeing, and access appropriate services and opportunities, working collaboratively with the Energy Adviser and other stakeholders.

Key Responsibilities

1. Casework and Support

Deliver high-quality, person-centred advice and casework support to residents with complex needs.
Assess client needs through structured assessments and develop tailored support plans.
Provide guidance on issues including:
Welfare benefits and financial hardship
Housing and homelessness prevention
Debt and budgeting
Digital exclusion
Access to community services and employment support
Support clients to navigate statutory and voluntary services.
Maintain ongoing engagement to ensure continuity and positive outcomes.

2. Early Intervention and Prevention

Identify emerging risks and intervene early to prevent escalation of issues such as debt, eviction, or crisis situations.
Deliver practical support, including advocacy and referrals, to stabilise clients’ circumstances.
Promote financial capability, digital inclusion, and self-management skills.

3. Community Engagement

Engage with local residents through community events and partner networks.
Build trust with underserved and marginalised groups.
Promote the Community Resilience Hub and its services.

4. Partnership Working

Work collaboratively with local authority, housing providers, health services, and voluntary sector organisations.
Make effective referrals and track outcomes.
Attend multi-agency meetings where appropriate to advocate for clients.

5. Records, Monitoring and Reporting

Maintain accurate, up-to-date case records in line with data protection requirements.
Monitor client progress and outcomes against agreed support plans.
Contribute to project reporting, including outputs and impact data.
Support evaluation of the Community Resilience Hub.

6. Safeguarding and Compliance

Identify safeguarding concerns and follow organisational procedures.
Maintain confidentiality and professional boundaries at all times.
Work in line with relevant legislation, policies, and best practice.

Person Specification

Essential Criteria

Experience of advice and/or casework support within a community or voluntary sector setting.
Relevant qualification in law or advice work.
Knowledge of issues affecting vulnerable individuals, including benefits, financial hardship, housing, and social exclusion.
Ability to manage a caseload and prioritise effectively.
Strong communication and interpersonal skills, with the ability to build trust.
Experience of working with diverse communities.
Good organisational and record-keeping skills.
Ability to work independently and as part of a team.

Desirable Criteria

Knowledge of welfare benefits, debt advice, or housing legislation.
Experience of advocacy or multi-agency working.
Understanding of digital exclusion and inclusion initiatives.
Ability to speak a community language
