Salary -Base salary: £41,092 pa to c.£48,344pa depending on skills and experience. In addition, we offer flexible benefits fund of 15% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.

As a Delivery Manager L&P you will be responsible for co-ordinating the delivery of possessions (including enforcements), hand back of temporarily possessed land and disposal of Secretary of State land. In addition, the role will progress securing utility land rights to enable land hand back and disposal.
About the role:
- The successful planning and delivery of the possessions programme as agreed with the Construction Delivery Teams and in conjunction with the supply chain.
- Working with the Acquisitions Case Owner, due consideration to be given to the land and property owner’s set of circumstances and ensure that plans are sympathetic to any vulnerable requirements, whilst also driving the programme of delivery forward.
- Ownership and management of the Handback programme, liaising with Construction Delivery teams, Project Controls and the Area or Phase L&P team and feeding into the Area/Phase PM and their resource forecasts;
- Process the utility land rights that need to be granted on behalf of the SoST to the utility companies.
- Engagement for and delivery of possessions and enforcement of land and property using CPO (Compulsory Purchase).
- Direct management and oversight of a number of highly sensitive or vulnerable possessions, ensuring the landowners receive the best possible experience in the circumstances.
- Set clear guidance and high standards for the supply chain and hold them to account on delivering possessions, hand back and disposals.
- Application of best practice project management tools and approaches, ensuring stakeholders are engaged and being addressed in the most appropriate way, a workable plan is created and being implemented on time, to quality and within agreed budget.
- The production of good quality possession, hand back and disposal documentation and rights / licences issued to the land-owner.
- Planning and execution of land or property hand backs in line with the agreed policy.
- Supporting the implementation of the disposal policy and delivering the disposal of specific sites.
- Ensuring compliance with established Data and Information Management responsibilities (e.g. Sharepoint folders etc.)
- Report to the Programme Manager on progress, issues & risks and participate in programme review meetings using weekly and monthly reporting templates.
- Manage the risks including the development of contingency plans for challenging possessions.
- Drive the supply chain to deliver to time, cost and quality, whilst also ensuring they are adopting HS2 Values in their interactions with landowners.
- Escalation of any serious concerns regarding upcoming possessions to the Programme Manager and Acquisitions Manager.
- Actively promote and embed Equality Diversity and Inclusion (EDI) in all your work, and support and comply with all organisational initiatives, policies and procedures on EDI.

Skills:
- Project and Programme Management skills
- Ability to compile and analyse data, and present and produce reports, papers and presentations to effectively communicate with senior stakeholders
- Use of Microsoft Excel, Project and ability to learn and use a variety of database software.
- Ability to build relationships with key stakeholders and influencing performance and outcomes.
Knowledge:
- Knowledge and experience in managing projects or programmes.
- Understanding of supply chain contract obligations and requirements.
Type of experience:
- Experience of working in a matrix organizational environment with frequently changing priorities, requiring flexibility and a practical delivery focus.
- Property or project management experience
- Experience of managing, monitoring and driving performance improvements with the supply chain.
