About the role:
You will be responsible for managing Telecommunications design and construction activities across allocated projects within the Capital Delivery NW&C team, predominantly supporting the Midlands Rail Hub (MRH) Alliance programme. MRH is a major rail infrastructure enhancement programme delivering coordinated upgrades across the Midlands to increase capacity, improve connectivity, and enable faster, more frequent services centred on Birmingham. It is designed to unlock network constraints, and transform regional and national passenger journeys while supporting economic growth and improved access to jobs and opportunities.
As a Telecommunications Senior Project Engineer (SPE), you will play a key role in the successful delivery of major rail infrastructure enhancements within one of the UK's most high-profile programmes. Working as part of an integrated, multidisciplinary Alliance, you will provide engineering leadership and assurance across a diverse portfolio of works, ensuring that all telecommunications designs and construction activities are safe, compliant, and fit for purpose.
You will collaborate closely with designers, contractors, and key stakeholders to develop efficient and innovative solutions, supporting the Alliance's commitments to sustainability, quality, and best practice. The role offers the opportunity to contribute to complex projects from concept through to delivery, enhancing connectivity and capacity across the Midlands rail network.
You will also support Designated Project Engineer (DPE) and Alliance Head of Engineering Assurance, by acting as the technical assurance lead for Telecommunications on behalf of the Alliance, building strong and effective relationships with Network Rail Principle Route Engineers (PREs), Alliance Contractors Responsible Engineers (CREs), and subject matter experts to enable robust engineering governance and delivery.
To lead and manage the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme so they comply with legislation, Railway Group and Network Rail company standards. To monitor whether suitably qualified and experienced staff are employed to control Telecommunications engineering aspects of projects. Provide mentorship and technical guidance to junior engineers and wider project teams.
Manage engineering risks, requirements, and change control, ensuring a robust and auditable assurance process
Interface with multidisciplinary teams (signalling, E&P, civils, systems integration) to ensure coordinated and fully integrated solutions
Package : This role sits within Band 3C, Zone 1.
Location : The successful candidate can be based in Birmingham Baskerville House.
As this is a role in a regional team, occasional travel across NW&C may be required. Candidates should be comfortable with frequent travel to client sites, regional offices, or other business locations as needed.

What you'll be doing :
You'll lead and oversee engineering delivery across projects, ensuring work is carried out safely, efficiently and in line with Network Rail standards, legislation and environmental policies. This includes guiding and supporting Project Engineers, maintaining robust engineering controls, and making sure all design and construction activities meet required standards and CDM regulations. You'll monitor the competence of both internal teams and contractors, apply risk and HAZOP processes, and ensure projects remain compliant through regular reviews and audits. Acting as Designated Project Engineer and nominated engineer where required, you'll also provide expert advice on construction, testing and commissioning, engage with relevant authorities, and support investigations to drive continuous improvement in safety and performance.
What you'll have:
Significant experience in Telecommunications engineering, ideally with involvement in construction and design projects across multi discipline areas
Technical qualifications to at least HNC level or equivalent in Telecommunications engineering
Membership of a relevant professional institution (ICE, IMechE, IET)
Experience of contracting
Knowledge of structuring safety cases in support of projects
Knowledge of safety management and quality assurance
Understanding of the arrangements required for the independent assessment of works
Accident investigation experience
We would also like but it isn't crucial to have:
Chartered status or equivalent in Telecommunications engineering
Appreciation of environmental issues in engineering works
Ability to work within an Alliance environment demonstrating collaborative and leadership behaviours to achieve best for project outcomes.
Demonstrable experience delivering telecommunications systems within the UK rail environment
Knowledge of key rail telecoms assets such as GSMR, FTN/FTNx, SISS, CIS, and transmission systems, including their integration with signalling and E&P
Experience working within Network Rail frameworks, including PACE lifecycle, standards compliance, and engineering assurance processes
Familiarity with requirements management, systems integration, and verification & validation in complex infrastructure programmes
Experience in design interfaces across multidisciplinary teams and managing complex system interfaces (e.g. signalling, civils, power)
Proven ability to manage technical risk, configuration, and change within large-scale programmes
Experience working within collaborative delivery models (e.g. Alliances) and engaging effectively with contractors and stakeholders
Strong leadership and mentoring capability within engineering teams
Awareness of sustainability, digital transformation, and innovation in rail infrastructure delivery
