Full job description

About the Role

Join our Estates Team as an Estates Compliance Officer, where you will play a key role in ensuring the safe and compliant operation of the Norfolk and Suffolk estate. You will oversee the delivery of statutory, mechanical and electrical compliance programmes, managing external contractors and specialist services to mitigate risks associated with asbestos, legionella, fire safety and other property hazards. The role is responsible for coordinating planned inspections and maintenance, maintaining compliance records, and providing assurance through effective monitoring, reporting and continuous improvement of estates compliance activities.

Key Responsibilities

Deliver statutory compliance contracts, including asbestos, legionella, and fire risk assessments, ensuring inspections and remedial works are completed within required timescales.
Administer planned mechanical and electrical maintenance contracts, ensuring statutory and manufacturer requirements are met.
Maintain accurate asset registers, compliance records, certificates, and property databases across all sites.
Monitor statutory and electrical maintenance budgets, ensuring expenditure complies with financial and procurement procedures.
Prepare and present compliance reports to senior management and relevant committees.
Liaise with specialist consultants and contractors to identify and resolve building and engineering service defects.
Maintain estates documentation, including site logbooks, O&M manuals, health and safety files, and compliance records.
Ensure compliance with financial, procurement, and contract regulations.
Promote and monitor safe systems of work for all estates maintenance and compliance activities.
Undertake other duties appropriate to the grade and responsibilities of the role.

About You

We are looking for someone who has:

Essentia Criteria

Proven competent numeracy, literacy and keyboard skills with working knowledge of word processing, spreadsheets and databases.
Ability to demonstrate good organisational and planning skills to prioritise and coordinate the work of others, including external contractors and internal other departments (EG: ICT / business support).
Ability to demonstrate good review and analysis of information from contractors and service providers.
Proven negotiating skills when liaising with staff and contractors both internal and external.
Proven ability to use and maintain records and update Microsoft Excel.
Experience of monitoring budgets and performance and timely delivery of contracted services and/or direction and control of service providers.
Previous experience of monitoring budgets and operating ordering/invoicing processes.
Appropriate working knowledge of Health and Safety.
Ability to undertake business travel as required.

Desirable Criteria

Previous experience of using Estates or Facilities databases.
Possession of an Estates or Facilities Management related qualification with some relevant experience.
Previous experience of working in an Estates / property / construction environment dealing with building
maintenance and / or servicing.
