Project Officer (LGR Programme) | Fixed Term | Full Time - 37 Hours per Week |
Host Council: Norfolk County Council, Programme Management Office | Salary: Scale F £29,064 to £31,022

Norfolk's councils are working together to deliver one of the most significant public sector transformation programmes in the county's history through Local Government Reorganisation (LGR).

As part of this exciting journey, we are recruiting three Project Officers who will play a key role in helping to shape the future of local government across Norfolk. Joining the Norfolk-wide LGR Programme Management Office (PMO), you will support the planning and implementation of change while gaining invaluable experience of large-scale organisational transformation.

This is a unique opportunity to contribute to a programme that will influence how public services are delivered for years to come.

About the Role

Local Government Reorganisation represents the biggest change to local government in Norfolk for more than 50 years. The programme will see the creation of three new unitary councils and the dissolution of the existing council structures, with Vesting Day scheduled for 1 April 2028. This is an ambitious programme requiring effective coordination, governance and project management across multiple organisations.

As a Project Officer, you will support the effective delivery of programme workstreams through project coordination, planning and governance support. Working closely with Project Managers and stakeholders, you will help maintain project controls, plans and schedules, monitor risks and issues, and support programme governance.

You will play a key role in keeping projects on track by coordinating meetings, maintaining project documentation, tracking milestones and providing a clear and consistent view of progress across the programme.

No two days will be the same. One day you may be preparing performance reports, reviewing project risks and updating schedules; the next, supporting governance meetings, coordinating stakeholder engagement, or helping to monitor project benefits and budgets.

What We Are Looking For

We are looking for someone who is highly organised, proactive and able to manage multiple priorities in a fast-moving environment.

You will bring:

Experience in an administrative, project support or project coordination role.
Strong organisational skills and the ability to manage competing priorities and deadlines.
Excellent written and verbal communication skills.
Experience of working collaboratively with a variety of stakeholders.
An understanding of project management principles, governance frameworks and project delivery methodologies.
The ability to identify and escalate project risks and issues appropriately.
Experience of preparing reports, maintaining records and supporting meetings.
Strong Microsoft 365 skills and confidence working with project documentation and data.
Level 3 qualification or equivalent experience is desirable, along with a relevant project management, project office or change management qualification, or a willingness to undertake one.

Working Arrangements

These roles are hybrid, combining remote working with attendance at offices and meetings across Norfolk as required. There may occasionally be a requirement to work outside normal office hours to support key programme activities, testing or implementation events.
