1. Job purpose

To promote the welfare, safety and wellbeing of occupants placed in Homes 4 All Ltd (H4A) emergency and temporary accommodation. The Welfare Officer carries out regular welfare visits and checks across the property portfolio, identifies and responds to support needs, and works with occupants, colleagues and external agencies to help maintain safe, sustainable placements.

2. Key responsibilities

1. Carry out regular welfare visits and wellbeing checks with occupants across the H4A portfolio, keeping accurate records of each visit.

2. Identify support, safeguarding and risk concerns, and escalate appropriately in line with H4A safeguarding procedures and contract obligations.

3. Signpost and refer occupants to relevant support services, including health, mental health, substance misuse, benefits and community services.

4. Support occupants to understand and comply with the terms of their licence agreement, including conduct, property care and utility responsibilities.

5. Assist occupants with practical welfare matters such as benefit access, correspondence and engagement with the council.

6. Work with the TA and operations teams to flag maintenance, anti-social behaviour and placement-sustainment issues identified during visits.

7. Maintain clear, timely and confidential case records, and contribute to reports for the council and internal management.

8. Build constructive relationships with council contacts, support providers and other agencies.

3. Travel requirements

The postholder is required to travel independently between H4A properties across Bristol and South Gloucestershire to carry out welfare visits. H4A will provide a 50cc moped for work use.

● The postholder must hold a valid UK provisional (or full) driving licence with moped/motorcycle (category AM) entitlement.

● The postholder is responsible for booking and completing their own CBT (Compulsory Basic Training) and the full category AM (moped) test. Note: a CBT certificate is valid for 2 years and must be renewed before expiry.

● H4A will arrange and issue insurance for the company moped once the postholder has passed the relevant test and provided evidence of their licence and CBT status. The postholder must not use the company moped for work until insurance has been confirmed in writing by H4A.

● While riding on a provisional entitlement, the postholder must display L plates and observe learner restrictions (no passengers, no motorway use).

● The postholder must comply at all times with legal requirements for road use, including valid road tax, MOT (where applicable), valid insurance, and the wearing of an approved safety helmet.

● The postholder must report any change to their licence status, CBT validity or driving convictions to H4A without delay.

4. Pre-employment checks

This post involves working with vulnerable adults and is subject to satisfactory pre-employment checks. An offer of employment is conditional and the hiring process will not be completed until these are cleared.

● A satisfactory Enhanced DBS (Disclosure and Barring Service) check must be obtained and cleared before the appointment is confirmed and before the postholder commences work.

● Satisfactory references, and confirmation of the right to work in the UK, are also required prior to completion of the hiring process.

5. Person specification

Essential

● Experience of working in a welfare, housing support, care or similar people-facing role.

● Understanding of safeguarding principles and the confidence to recognise and escalate concerns.

● Good communication skills and the ability to build trust with vulnerable people.

● Ability to work independently, manage a visit schedule and keep accurate records.

● Valid provisional or full UK licence with moped (AM) entitlement, and willingness to book and complete CBT and the full moped test, and confidence riding a 50cc moped for work travel.

Desirable

● Knowledge of temporary and supported accommodation and occupant licence arrangements.

● Familiarity with Bristol City Council / South Gloucestershire Council support and referral pathways.

● Awareness of local support services across Bristol and South Gloucestershire.

6. Key working relationships

● Chief Officer and TA Manager (line management and escalation).

● Operations and administrative team (maintenance, ASB and placement issues).

● Council placement, housing and safeguarding contacts.

● External support agencies and service providers.
