Full job description

Job Purpose

To lead, manage, and develop a high-quality supported living service for young people aged 16–18, ensuring safe, nurturing, and structured environments that promote independence, emotional wellbeing, and positive outcomes.

You are responsible for translating care plans into consistent, high-quality daily practice — balancing safeguarding, developmental support, and preparation for adulthood.

Key Responsibilities1. Service Delivery & Quality

Oversee the day-to-day running of the supported living service.
Ensure all care is delivered in line with individual placement plans, pathway plans, and risk assessments.
Maintain high standards aligned with Ofsted (or CQC where applicable).
Drive outcomes around independence: budgeting, cooking, education, employment readiness, and life skills.
Ensure the environment is safe, structured, and developmentally appropriate for 16–18-year-olds.

2. Safeguarding & Risk Management

Act as the Designated Safeguarding Lead (DSL) within the service.
Identify, assess, and respond to safeguarding concerns including:
Child sexual exploitation (CSE)
Missing from home incidents
Substance misuse
Criminal exploitation / county lines
Ensure robust incident reporting, investigations, and learning outcomes.
Work in line with Children Act 1989 and Children Act 2004.

3. Staff Leadership & Development

Recruit, supervise, and develop support staff.
Deliver regular supervisions, appraisals, and performance management.
Create a culture of accountability, consistency, and trauma-informed care.
Ensure staff are trained in safeguarding, behaviour support, and de-escalation.

4. Care Planning & Outcomes

Oversee development and review of:
Placement plans
Risk assessments
Pathway plans (transition to adulthood)
Ensure young people are actively involved in their care planning.
Monitor and evidence progress against outcomes (education, independence, emotional wellbeing).

5. Multi-Agency Working

Act as the main point of contact for:
Social Workers
Local Authorities
Education providers
Health professionals
Attend and contribute to:
Looked After Child (LAC) reviews
Strategy meetings
Professionals meetings
Build strong relationships to ensure placement stability and positive outcomes.

6. Compliance & Administration

Maintain accurate, audit-ready records.
Ensure compliance with:
Policies and procedures
Regulatory frameworks
Local Authority contracts
Prepare for inspections and audits.
Monitor KPIs: placement stability, incidents, outcomes, engagement.

7. Young Person Engagement

Build trusting, professional relationships with young people.
Promote participation, voice, and choice.
Support behaviour through a trauma-informed and restorative approach (not punitive).
Encourage positive routines, structure, and independence.

Person SpecificationEssential

Level 3/4/5 qualification in Health & Social Care or equivalent.
Experience managing or supervising within:
Supported living
Residential childcare
Leaving care services
Strong knowledge of safeguarding and adolescent risk.
Experience working with complex behaviours and trauma.
Ability to lead a team and manage performance.
Excellent communication and report-writing skills.

Desirable

Level 5 Diploma in Leadership for Health & Social Care (or working towards).
Experience with Ofsted inspections.
Understanding of semi-independent / unregulated frameworks.
Knowledge of contextual safeguarding and exploitation risks.
