Job Details

Title: Programme Officer - Halton & Knowsley

Reports to: Programme Manager

Contract type: Fixed term until 30th September 2027

Hours: 5 days per week (37.5 Hours) Worked between Monday- Friday

Salary: Grade 6 - £26,650 - £28,821 (5% employer pension contribution, Medicash and group life assurance, 27 days annual leave per annum for FTE plus bank holidays)

Location: Contractually based from our Liverpool office, with some flexibility to work from home, subject to business requirements and line manager approval. Regular travel to programmes in the Liverpool region with special focus on Halton and Knowsley areas and occasional travel to other areas, as required.

Key Objectives of the Job

Supporting high-quality programme discovery / delivery

Collaborate with the relevant Programme Manager and Director to

Maintain programme delivery plans, ensuring they remain aligned with team priorities and organisational objectives. Monitor progress, update plans as required, and proactively identify and resolve delivery challenges.
Coordinate day-to-day programme administration, ensuring records are accurate and up to date, and process purchase orders, payments, and invoices as required to support programme delivery.
Compile and quality assure internal and external reports, ensuring information is accurate, timely, and presented to a high standard

Robust Programme Administration

Email and diary management, scheduling of meetings, booking travel, accommodation
Data management including; data input, tracking and ensuring programme data is accurate and up to date.
Attend school, community and partner meetings to provide administrative support as and when required.
Team coordination including scheduling meetings and maintaining action log and being the first point of contact when core team members are unavailable.

External Communications for Programmes & Event Coordination

In collaboration with the team and external partners, plan a comprehensive calendar of key milestones, events, and learning opportunities throughout the year, including some evening and weekend events.
Support Communications Team by providing information on Halton and Knowsley programmes to ensure current information on website and social media.
Support the organisation in annual learning and celebration events for programmes.
Contribute to ensuring that the internal communications across programmes within the organisation is effective.
Acting as a conduit between the delivery/non-delivery team to identify and maximise opportunities to share positive stories about RTS work.

Please note the critical responsibilities of this role are described above. They may be subject to reasonable changes from time to time in line with business needs.

Travel

This role will require significant local travel between schools and other agencies within Liverpool City Region areas depending on the successful candidate, and occasional travel to Right to Succeed offices. It is essential that the post-holder has access to a car or excellent transport systems in order to travel efficiently between locations

Person Specification

Experience (essential)

Ability to take accurate meeting notes and produce clear, concise minutes
Experience of working effectively within a busy team environment, managing competing priorities and meeting deadlines
Strong interpersonal skills, with the ability to build and maintain effective working relationships with internal and external stakeholders
Ability to plan, organise and support the delivery of events, programmes or projects involving multiple tasks and stakeholders
Excellent organisational and time management skills, with the ability to prioritise workloads and work independently when required
Proficiency in Microsoft 365 and Google Workspace, including creating and managing documents, spreadsheets and presentations, with the ability to quickly learn and adapt to new systems
Excellent attention to detail, with the ability to maintain accurate records and produce high-quality work

Experience (desirable)

Experience of conducting/being involved in research
Experience of community development and/or voluntary sector space on improving outcomes for vulnerable young people
Experience of education space focusing on improving outcomes for vulnerable young people

Skills (essential)

Proven organisational, prioritisation and administrative skills
Excellent relationship management skills and ability to work with a wide variety of stakeholders
Ability to work independently and as part of a team working on a larger project
Ability to be highly self-motivated, flexible and effective as a professional
Effective communication skills including strong written English skills
Excellent ICT skills (as a user), ability to support others in understanding ICT platforms
Confident compiling data
Numerate with the ability to collate simple financial information, such as budget templates
Proactive in approach, thinks ahead and anticipates and deals with issues without being prompted.

Knowledge (desirable)

Knowledge of either the education/community/public sector organisations
Knowledge of the programmes that support children and young people in Liverpool City Region
Knowledge of how to build effective relationships with external stakeholders
