The Infrastructure and Capital Programmes team within Deloitte’s Major Programmes Consulting practice works with organisations across asset-intensive sectors delivering large, complex capital programmes and managing the operations and maintenance of major infrastructure assets. We are specifically seeking a Manager with proven experience supporting clients across major programme lifecycle phases, including programme setup, operating model design, enterprise design, capability development, and mobilisation. This role will be critical in helping clients establish the conditions for success and deliver complex Infrastructure & Capital Programmes effectively.
Our work spans sectors including Transport (Rail, Road, Aviation), Energy, Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternate Fuels, Defence, Manufacturing, and Telecommunications. We leverage Deloitte's breadth of expertise, including strong ties with Deloitte Digital, Risk Advisory, Real Estate, and Corporate Finance, to deliver comprehensive solutions. As a global centre of excellence, we collaborate with other geographies and member firms on high-profile engagements. Your Role
Deloitte has been a strategic partner on some of the largest and most complex infrastructure & capital programmes globally to support clients in establishing, mobilising, and transforming their programme organisations. As a strategic growth area, the I&CP team requires a Manager with experience in programme lifecycle design and mobilisation to deliver transformation services across the following key areas:
- Programme Setup – Supporting clients to define and establish the foundations for successful programme delivery, including programme setup, mobilisation planning, and readiness assessments
- Operating Model Design – Designing and implementing target and interim operating models, organisational structures, governance frameworks, and decision-making processes to enable effective programme delivery
- Capability Development – Defining capability frameworks, assessing organisational performance maturity, and delivering capability improvements required to deliver complex capital programmes
- Transformation Delivery – Supporting the implementation of organisational, process and governance related changes required to embed sustainable improvements in programme performance

As a Manager:
- Take the lead in partnering with clients to solve complex issues, leading teams to design, shape, and deliver strategically significant programme setup, operating model, and capability transformation initiatives.
- Lead, develop, and manage teams and workstreams delivering change across capital programmes, including operating model implementation, enterprise design, capability development, and mobilisation activities.
- Lead programme setup and mobilisation activities, including defining organisational design, governance structures, and readiness criteria for programme launch.
- Oversee capability assessments and maturity diagnostics, translating findings into actionable improvement roadmaps and implementation plans.
- Engage with senior stakeholders, including programme leadership and executive teams, acting as a trusted advisor on programme design and delivery readiness.
- Structure complex problems and lead multi-disciplinary teams to deliver outcomes in ambiguous and fast-paced programme environments.
- Drive delivery of large-scale transformation workstreams, including planning, interdependency management, risk management, and performance tracking.
- Lead business development activities, including shaping propositions, contributing to proposals, and supporting the conversion of opportunities into engagements.
- The growth of client relationships and managing business development materials
- Mentoring and coaching of teams and team members.
- Work with a range of senior stakeholders both internally within Deloitte and in client organisations, at all levels including the C-suite, as a subject matter expert on Capital Programmes
- Apply a combination of consulting experience, industry knowledge, tools and technology to anticipate and address programme and change management challenges with client and colleague teams
- Support business development by bringing existing relationships, contributing to new business proposals, completing the sale with the client, and taking lead roles in industry and account teams
- Bring competitor awareness and industry trends to inform best practice thinking
- Contribute to internal practice development by participating in proposition, methodology and point of view development activities and supporting knowledge capture and sharing
Your responsibilities will flex depending on the size and nature of engagements, expertise within the project team and client requirements.
Your Professional Experience
We are looking to grow practice within Infrastructure & Capital Programmes, and therefore you should have strong experience in most of the following:
- Experience working in one or more capital intensive industries across the private and public sectors, including Transport (Rail, Road, Aviation), Energy, Nuclear, Power and Utilities, Real Estate, Oil and Gas, Mining, Emerging/Alternate Fuels, Defence, Manufacturing, and Telecommunications
- Proven experience of managing and delivering workstreams or projects associated with major capital programmes or managing large infrastructure assets.
- Demonstrable experience across programme lifecycle stages, including programme setup, mobilisation, operating model design, and delivery readiness.
- Experience leading operating model design, enterprise design, or organisational transformation initiatives in complex environments.
- Experience in defining and implementing capability frameworks, conducting maturity assessments, and delivering capability improvement programmes.
- Demonstrable experience in leading and managing complex, large-scale transformation programmes.
- Experience structuring and leading teams to successful outcomes in highly ambiguous environments.
- Strong commercial awareness across infrastructure programme delivery, including supply chain considerations, risk, controls, and incentives.
- Strong project and programme management experience, including managing plans, dependencies, risks, and performance across multiple workstreams.
- Excellent communication, presentation, and stakeholder management skills, including experience engaging senior leadership and executive stakeholders.
- Experience contributing to thought leadership, business development, and strategic growth initiatives.
- Strong problem-solving, analytical thinking, and attention to detail.
- Mentoring, coaching or managing others in project teams and in other parts of the business in addition to an ability to work collaboratively and to be a team player
- Self-starter with a high degree of personal motivation and drive.
- Excellent interpersonal skills and the ability to build lasting client and team relationships.
