We are recruiting two Policy and Regulation Advisors (HEO) to support the development and delivery of policy across DVSAs driver services, contributing to complex, high-impact work that supports road safety and regulatory compliance.

Post 1 focuses on driver testing, including drafting, implementing and reviewing legislation, and providing expert interpretation of policy frameworks. Post 2 focuses on lorry and bus driver enforcement policy, including drafting charge text and advising colleagues and stakeholders to support consistent regulatory compliance.

In both roles, you will review policies and legislation using evidence from research, stakeholder engagement, operational insight, data and ministerial priorities, and contribute to new or amended regulations aligned to Department for Transport objectives.

Working within a collaborative team, you will support the full policy lifecycle, producing clear written outputs and high-quality briefings, submissions and correspondence, while engaging with senior leaders, government partners and stakeholders to ensure policy is practical, deliverable and aligned to strategic priorities.

Job description

This role supports policy and regulation delivery across DVSA by contributing to the development of innovative, evidence-based solutions and responding to changing priorities. You will provide accurate information for internal and external communications, while demonstrating leadership through collaboration, integrity and support to colleagues. Working across teams, you will help deliver organisational objectives and maintain DVSAs reputation, engaging effectively with stakeholders to ensure policies are practical, aligned and successfully implemented.

Responsibilities include, but are not limited to;

Develop, negotiate, draft, implement, interpret and review policies and legislation and work with service and product leads on policy delivery.
Ensure that policies align to DVSA, DfT and wider Governmental/Ministerial direction and strategy, keeping road safety as a priority at all times.
Exploring innovative and evidence-based solutions, and responding proactively to changed circumstances and revised priorities, bearing in mind the stakeholders involved.
Actively support policy and regulation development from inception through to delivery, including the drafting, development, publication and analysis of public consultations to support policy and regulatory change, the development and publication of impact assessments and laying of statutory instruments in parliament.
Providing draft policy papers, ministerial responses, submissions and briefings for senior leaders.
Providing advice and guidance to internal and external stakeholders.
Support senior leaders when representing DVSA at various meetings and events. Work with officials across Government to advise on relevant policy, the strategic direction of driver testing in the UK and relevant regulatory developments.
The post holder will work with senior leaders to build and maintain strong links with external stakeholders and industry.

Person specification

Required experience:

To be successful in this role you will need to have the following experience:

Experience of interpreting policy, legislation or complex information to provide evidence-based insight and guidance, alongside strong drafting skills and experience preparing policy papers and briefings for senior leaders.
Experience of supporting evidence-based policy development from inception through to delivery, with a good understanding of the policy development lifecycle and the regulatory change process.
Experience of communicating effectively with internal and external stakeholders, adapting communication style to suit the audience, facilitating constructive discussions and achieving positive outcomes.

Additional Information

This role can be based in Uxbridge, however the contractual base will be Yeading. While estates work is being carried out in Yeading all posts are being temporarily based at Uxbridge.

Successful applicants will start with us at our Uxbridge location. However, everyone will be required to work from Yeading when it reopens in 2028.

You will receive the London Weighting allowance of £4,000 while based at Uxbridge and this will continue when we move to Yeading.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Travel to other offices may be required, which could also involve overnight stays.
