The Fair Work Agency (FWA) launched in April 2026 with a clear and ambitious mission: to make work fairer for everyone. We bring together key powers to protect workers, support responsible businesses, and take decisive action against exploitation. Today, we regulate employment agencies, license gangmasters in the agricultural and horticultural sectors, tackle serious labour abuse and modern slavery, and enable enforcement of the National Minimum Wage.

But this is just the start.

With new powers under the Employment Rights Act 2025, we are expanding our role even further. We are building the capability to ensure workers receive what they are entitled to, from holiday pay to statutory sick pay, and strengthening the system so that rights are not just set out in law but actively upheld in practice.

Job description

As an Intelligence Analyst, you will work in support of the FWA intelligence function within the Strategy and Impact Directorate by developing a wide variety of analytical products for internal and external dissemination. You will make full use of available sources and subject matter expertise while working within legal and procedural requirements. Your research, identification, analysis and reporting on current, new and emerging trends in labour exploitation and modern slavery across the UK labour market will directly contribute to the FWAs strategic outputs.

Analytical products produced will inform the strategic and tactical decision making of the FWA and other relevant partner agencies, including wider law enforcement partners. You will need to communicate effectively with customers, manage your workload independently, and negotiate product requirements and deadlines with confidence. The role will support both regulatory and enforcement functions of the FWA.

Key responsibilities:

Undertake and produce timely analysis and research, using a range of methodologies, to report on the current intelligence picture and future trends with regards to all aspects of FWA compliance and enforcement activity.
With a focus on labour exploitation, including modern slavery, you will develop inferences, generate conclusions and produce recommendations to the Intelligence Analysis Manager.
Prepare and present strategic analytical / intelligence products, including the Threat Assessment. Such products will inform operational managers and help inform strategic decision making and future business planning of the agency.
Develop robust methods for FWA strategic threat assessments, utilising relevant analytical techniques and methodologies.
Record, research, assess, analyse and evaluate all relevant intelligence according to relevancy, reliability, accuracy and timeliness. This is in accordance with national standards for the recording, handling and dissemination of intelligence material.
Conduct research and collate information and data from a variety of sources, utilising all available information to support the work of the FWA.
Present findings clearly and concisely, both written and verbally, to a variety of audiences whilst making recommendations as appropriate.
Maintain and develop professional relationships with analysts in law enforcement and other partner agencies to ensure cross cutting themes are identified.
Possess and maintain a good level of competence in the use of relevant computer software packages to collect, collate, analyse and present relevant data.
Regular engagement with the Operational Intelligence Analysts and all teams within the Operations Directorate to ensure tactical analysis is incorporated into the strategic area.

Person specification

When giving details in your personal statement you should highlight your experience in line with essential criteria below:

Essential criteria:

Demonstrable experience of working as part of an established intelligence team.
Proven analytical/research skills, intellectual curiosity with the ability to work with, understand and analyse complex data sets.
Experience of preparing briefings for presentation, using analytical techniques and tools to demonstrate findings. Making recommendations based on accurate, well-defined analysis.
Strong written and oral presentation skills and the ability to adapt to a variety of audiences.
Excellent IT skills, including a good working knowledge of Microsoft Office products with the ability to quickly learn and adapt to analyst specific platforms.
An effective team player experienced in working within a dynamic environment and having the ability to manage competing pressures in response to strict deadlines and changing priorities.
Experience of working within strict guidelines and legislative frameworks (e.g. Data Protection. IPA, RIPA, CPIA).
Previous experience as an Analyst including using specific analytical tools such as i2 Notebook, and GIS mapping products.
To have completed or agree to complete within 6 months of commencing FWA employment the New Analyst Programme course.

Desirable criteria:

To have undertaken recognised analytical training (e.g the New Analyst Programme course) or have equivalent proven experience.
A degree with a high proportion of data interpretation, or significant practical workplace experience (min.2 years) of analysing and evaluating data for presentation to internal and external managers.
Experience of working within an intelligence and/or law enforcement/regulatory environment.

Please note that the role requires National Security Vetting (NSV) to the level Security Check (SC) and Non-Police Personnel Vetting (NPPV) at Level 3. Hybrid Working 

At FWA, we are proud to be able to offer our people the opportunity to work in a hybrid way which combines working from home and the office. This is a voluntary, non-contractual arrangement, and your allocated office will be your contractual place of work.

There will be a requirement to travel to the office for various activities, e.g., collaborative working, supporting and training colleagues. If hybrid working is suitable for you and your role, you will be expected to attend the office, or other business-related site, for 40% of your working week. The arrangements will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account.
