A leadership role within the Programme Office responsible for the strategic coordination of supporting enabling functions to the directorate(s), aligning support services and critical stakeholder management and coordination to enable effective day to day operation of the directorate(s). The job holder will support the Programme Office Leadership Team in providing succinct, relevant and accurate briefing materials, reports and advice on key issues. The job holder will also undertake specific projects on behalf of the SLT or the HS2 organisation and deputise for key members of the SLT when appropriate.
About the Role
- Design, develop and set up the operating model for the Programme Office including management systems.
- Lead the development and implementation of the business processes, systems, and structures of Programme Office.
- Accountable for management, measurement and continuous improvement of the Programme Office culture and operating philosophy and processes.
- Accountable for developing, maintaining and implementing the Programme Office Business Plans to deliver the objectives based on leadership established strategic priorities, supporting the monitoring and tracking of Directorate performance from a financial, project and people perspective, and oversee its implementation.
- Accountable for the central governance across the directorate(s): Lead and manage the efficiency of governance and delegations as currently agreed with the DfT, the efficiency of Programme Office Governance forums linking to corporate Governance forums, i.e. Board and Exec level.
- Accountable for the programme management of the current or future HS2 organisational transition states on behalf of Programme Office.
- Accountable for the programme management and reporting on any Indirects Efficiency challenges and the implementation of the savings

About You
Skills:
- Programme management - the ability to plan and integrate multiple strategic programmes of large civic construction work to achieve target costs and project benefits.
- Developing & maintaining relationships – Ability to establish and maintain relationships with internal and external stakeholders to resolve emergent risk situations.
- Influencing & negotiating – the ability to influence and negotiate with internal functions and external stakeholders / suppliers and reconcile functional requirements with delivery demands.

- Complex problem solving – the ability to identify complex problems and review related information in order to manage the development and evaluation of options and implementation of solutions, including the ability to manage and plan multiple workstreams and consider the competing demands of stakeholders, cost, time, and quality.
- Decision making – the ability to identify, manage, gather, and synthesise the necessary information and facilitate the identification of options and the application of judgement based on logic and reason analysis.
- Analysis skills - analyse inputs, assess data to assist in the development of strategies and document supporting rationales.
Knowledge:
- Knowledge of major projects or programmes (policy, development and/or delivery)
- Applicable UK construction regulations including CDM requirements
- Managing large commercial contracts including NEC3 Contracts
- Knowledge of supply chain sectors across various geographies and industries (inc. civil, construction and rail)
- Working in and developing collaborative working environments between multiple parties
- Business management, operating models, processes, and systems.
- Management of complex interfaces with multiple parties,
- Knowledge of project management techniques including risk, contingency, cost, schedule, and scope management.
- Understanding of the relevant contract / agreement structures and the design and application of appropriate performance systems.
Type of experience:
- Experience of successfully delivering major infrastructure projects in the UK, Europe or globally including the management of multi-discipline project teams.
- Experience of delivering integrated infrastructure with multiple assets to time, costs and quality considerations.
- Experience of developing collaborative working between multiple parties including managing and/or influencing governance forums e.g. partnering boards, collaboration boards, local/regional political stakeholders and JV partner boards with delegated decision-making powers of multi-millions of pounds.
- Experience of project lifecycles, including planning, procuring, developing, and implementing project activities.
- Experience of successfully influencing stakeholders in situations of high ambiguity
- Experience of leading, managing people and working across functions and disciplines to deliver complex objectives.
- Degree level qualification in commercial management, civil engineering, construction or building science or the equivalent experience.
