Deputy Registered Manager – Supported Accommodation

Service: Ofsted regulated supported accommodation for young people aged 16 and 17

Reports To: Registered Manager

Regulatory Framework: Supported Accommodation (England) Regulations 2023 and National Standards

Location: Niorgrey Healthcare supported accommodation service, Basildon, SS13

About Niorgrey Healthcare

Niorgrey Healthcare provides safe, high-quality supported accommodation for looked after children and care leavers aged 16 and 17. The service supports young people to develop independence, confidence, resilience and the practical skills required for adult life, while maintaining strong safeguarding, risk management and professional oversight.

Job Purpose

Support the Registered Manager to operate the service in line with Ofsted regulations. To lead and manage the supported accommodation service in the absence of a Registered Manager, ensuring young people receive safe, individualised and outcome-focused support. Supporting the Registered Manager with regulatory compliance, safeguarding, staff leadership, accommodation standards, quality assurance and continuous improvement in line with the Supported Accommodation Regulations, National Standards and the service’s Statement of Purpose.

Leadership & Service Management

· Provide visible leadership and ensure the service operates in line with its Statement of Purpose and conditions of registration.

· Lead, supervise and develop the staff team through induction, probation, appraisal, coaching and reflective practice.

· Manage safer recruitment, staffing levels, rotas, competence, training and performance across the service.

· Promote a culture that balances safeguarding with young people’s autonomy, rights and preparation for adulthood.

· Chair team meetings and service reviews, ensuring actions are allocated, monitored and completed.

· Ensure staff understand the distinction between supported accommodation and children’s residential care.

· Maintain management oversight across all accommodation settings and delegated responsibilities.

· Report significant risks, performance issues and improvement priorities to the Responsible Individual.

Support, Safeguarding & Young People’s Outcomes

· Ensure each young person receives individualised, strengths-based support that promotes independence and avoids dependency.

· Oversee admissions, compatibility and transition planning, ensuring the accommodation can safely meet assessed needs.

· Ensure support plans, risk assessments and pathway plan actions are current, outcome-focused and regularly reviewed.

· Lead safeguarding responses relating to exploitation, missing episodes, self-harm, bullying, substance misuse, online harm and radicalisation.

· Monitor young people’s education, employment, training, health, relationships, community safety and independence outcomes.

· Ensure welfare checks and agreed contact arrangements are proportionate, recorded and consistent with individual plans.

· Promote young people’s views, participation, privacy, complaints rights and access to advocacy.

· Ensure incidents and safeguarding concerns are reviewed and learning is embedded across the service.

Regulatory Compliance, Quality & Partnerships

· Maintain compliance with the Supported Accommodation (England) Regulations 2023 and the four National Standards.

· Ensure the service meets the Leadership and Management, Protection, Accommodation and Support Standards.

· Lead quality assurance activity, including audits, outcome monitoring, consultation and improvement planning.

· Prepare for Ofsted inspections and maintain accurate evidence of compliance and service development.

· Ensure required notifications, records and reports are completed accurately and within applicable timescales.

· Analyse complaints, incidents, missing episodes, safeguarding concerns and placement outcomes to identify themes.

· Work effectively with local authorities, social workers, personal advisers, education, health, police and community services.

· Represent the service professionally at reviews, strategy meetings, pathway planning meetings and inspections.

Accommodation, Operations & Accountability

· Ensure each property is safe, suitable, well maintained and consistent with the Accommodation Standard.

· Oversee health and safety, fire safety, repairs, visitors, lone working, medication and emergency arrangements.

· Manage budgets, expenditure, resources and business continuity within delegated authority.

· Ensure records are factual, confidential, timely and suitable for regulatory scrutiny.

· Keep policies, procedures and local risk information current and understood by staff.

· Participate in on-call arrangements and respond appropriately to emergencies and significant incidents.

· Maintain registration suitability, professional development and knowledge of regulatory changes.

· Carry out other reasonable management duties consistent with the Registered Manager role.

What We're Looking For

· A relevant Level 5 leadership and management qualification, or willingness and ability to complete one within required timescales.

· Relevant experience supporting looked after children or care leavers aged 16 and 17, including management or leadership responsibility.

· Strong knowledge of safeguarding, contextual risk, exploitation, missing procedures and preparation for adulthood.

· Clear understanding of the Supported Accommodation Regulations 2023, National Standards and Ofsted expectations.

· Ability to manage dispersed or group accommodation, staff performance, quality assurance and service improvement.

· Excellent communication, recording, organisation and multi-agency working skills.

· Enhanced DBS, satisfactory references and all required safer recruitment checks.
