Job summary

The Childrens Commissioner for England sits at the heart of Government, delivering for children, and championing their voices and needs. This includes a particular responsibility towards children who rely on the state for their safety or protection.

The Child Rights Adviser will work as part of the Help at Hand team. Help at Hand provides advice, assistance and representation to children in care, children working with social services, children living away from home and care leavers. The post holders primary responsibility will be to assist these children to ensure their rights are upheld and their voices are heard in decisions about their care and support. The post holder may from time to time assist with other parts of the service including promoting Help at Hand and supporting colleagues on visits.

Job description

Key responsibilities

Respond to enquiries made to Help at Hand by phone, email or via the CCo website and make decisions about what action should be taken to ensure that childrens and young peoples voices are heard and their rights are adhered to. This work will be supervised by the Head of Advocacy who will also support with more complex enquiries.
Make written and oral representations to decision-makers in childrens lives this will include local authorities, education and health services, and youth justice settings.
Be alert to safeguarding concerns and make immediate referrals when necessary, in accordance with the Children's Commissioner's office safeguarding policy.
Log and record cases in line with Help at Hand procedures and adhere to the data protection policy.
Where necessary, refer cases to Ofsted and the Care Quality Commission.
As directed by Head of Advocacy, assist other teams in the office by providing cases studies and sharing information from Help at Hand.
The post holder may go on visits to seek the views of children and young people.

Person specification

Successful applicants will have :

Good working knowledge of the rights and entitlements of children in care, care leavers and those receiving services from childrens social care, including those involved in child protection processes.
Experience of providing advice, support and/or advocacy to children and young people. This could be from a social work or legal role, or within an advocacy or Ombudsman service, though other relevant experience will be considered.

Key Criteria

Essential

Knowledge of relevant legal frameworks relating to children. Key areas are - children in care, children in need, disabled children and those with special educational needs, children in custody and mental health settings, and care leavers. However, it is not essential to be expert in all areas, as knowledge can be gained in the role.
Experience of working with children / young people in order toprovide advice and assistance.
Excellent written communication skills and the ability to make professional representations to professionals and service managers.
Strong IT skills including Microsoft Office (Word/Excel/Teams/PowerPoint) and the ability to use the office's case management system following training.
A key team player who can also work independently and confidently with sound judgement, managing a fluctuating caseload and the needs of the service.
An ability to speak to children and young people by phone and in person with strong levels of empathy and understanding of need.
Passionate about promoting and protecting childrens rights.

Desirable

Experience of and interest in participation activities with children and young people.
Presentation skills and the ability to provide training on children's rights.
Knowledge of the policy landscape for children in England and an interest in contributing to the office's policy discussions and research, based on Help at Hand's work with children.
Experience of frontline children's services or legal representation.
Qualification in social work, law, youth work or childhood studies.

Interviews
