Job Summary
The Senior IT Delivery Manager is responsible for leading the successful delivery of complex software engineering, enterprise application development, cloud, systems integration, and digital transformation programmes across multiple client engagements. The role will oversee the end-to-end project lifecycle, ensuring technology solutions are delivered on time, within budget, and to the highest quality standards while meeting business and client objectives. Working closely with senior leadership, clients, technical teams, and Head of Business Development to support client engagement, solution development, pre-sales activities, and tender submissions. The role will contribute technical expertise during the bid lifecycle, helping to shape client solutions, prepare delivery methodologies, and support business growth. This is a senior leadership role requiring extensive experience in IT programme delivery, cloud technologies, Agile delivery methodologies, and enterprise-scale technology implementations. This role requires a commercially aware technology leader with strong programme governance experience, excellent stakeholder management skills, and the ability to build trusted relationships with clients while supporting the growth of the consultancy.
Key Responsibilities
- Lead the delivery of multiple concurrent technology projects and programmes from initiation through to successful completion.
- Develop and maintain programme governance frameworks, delivery roadmaps, project plans, budgets, and resource allocations.
- Manage multidisciplinary teams including Project Managers, Business Analysts, Software Engineers, Architects, QA Engineers, DevOps Engineers and external suppliers.
- Ensure projects are delivered within agreed scope, budget, timelines and quality standards.
- Build and maintain strong relationships with executive stakeholders, clients, vendors and third-party partners.
- Establish effective project governance, reporting and escalation processes.
- Identify delivery risks and dependencies, implementing mitigation strategies where appropriate.
- Oversee Agile, Scrum and Waterfall delivery methodologies depending on project requirements.
- Drive continuous improvement across delivery processes, governance and operational efficiency.
- Monitor programme financial performance, including forecasting, budgeting and cost control.
- Work closely with the Head of Business Development to identify, qualify, and support new business opportunities across public and private sector clients.
- Contribute to the preparation of high-quality tender submissions, including ITTs, RFPs, RFIs and RFQs, by developing technical responses, delivery methodologies, implementation plans, and supporting documentation.
- Collaborate with solution architects, technical specialists, and commercial teams to prepare Statements of Work (SoWs), project estimates, resource plans, delivery schedules, and commercial proposals.
- Participate in client discovery workshops, solution presentations, bid clarification meetings, and contract negotiations, providing technical delivery expertise and building trusted client relationships.
- Support the development and continuous improvement of bid collateral, proposal templates, case studies, capability statements, and reusable delivery assets to strengthen the company's bid success rate and consultancy offerings.
- Represent Shivom Consultancy Limited at client meetings, networking events, industry forums, and strategic engagements, promoting the Company's capabilities and building long-term client relationships.
- Identify opportunities to expand existing client accounts by promoting additional technology, cloud, managed services, and digital transformation solutions in collaboration with the Head of Business Development.
- Maintain awareness of emerging technologies, market trends, procurement frameworks, and industry best practices to support innovative solution development and enhance the Company's competitive positioning.
Essential Skills & Experience
- Bachelor’s degree in computer science, Information Technology, Engineering or a related discipline (or equivalent professional experience).
- Significant experience managing large-scale IT delivery programmes.
- Demonstrable experience leading cross-functional technical teams.
- Strong knowledge of Agile, Scrum, PRINCE2 and hybrid delivery methodologies.
- Experience managing project budgets, forecasting and financial reporting.
- Strong stakeholder management skills with the ability to influence senior executives.
- Strong programme and project management experience with expertise in governance, planning, budgeting, forecasting, resource management, risk management, and delivery assurance.
- Experience managing project financials, including budget control, forecasting, commercial reporting, and resource planning.
- Experience contributing to pre-sales activities, including ITTs, RFPs, RFIs, RFQs, technical proposals, Statements of Work (SoWs), delivery methodologies, and solution planning.
- Strong understanding of enterprise technology environments, including cloud platforms, infrastructure, software implementation, and digital transformation programmes.
- Experience supporting business development activities through client workshops, solution presentations, bid clarification meetings, and proposal development.
- Excellent commercial awareness with the ability to balance customer requirements, delivery quality, project risk, and business objectives.
- Strong analytical, problem-solving, communication, presentation, negotiation, and stakeholder management skills.
- Excellent written communication skills with the ability to produce high-quality technical documentation, tender responses, implementation plans, and executive reports.
- Ability to build and maintain trusted client relationships while supporting account growth and long-term customer success.
Desirable Qualifications
· Project Management Professional (PMP) certification or equivalent.
· PRINCE2 Practitioner certification.
· AgilePM Practitioner, Certified Scrum Master (CSM), or SAFe Agilist certification.
· ITIL Foundation or higher certification.
· Microsoft Certified: Azure Administrator Associate, Azure Solutions Architect Expert, or equivalent cloud certification.
· AWS Certified Cloud Practitioner or AWS Solutions Architect certification.
· Demonstrable experience in ITT, RFP, RFI, and public sector tender submissions.
· Experience working with UK public sector procurement frameworks such as Crown Commercial Service (CCS), G-Cloud, Digital Outcomes and Specialists (DOS), or other government procurement frameworks.
