Government Counter Fraud Profession (GCFP)

The Government Counter Fraud Profession comprises more than 9,000 members drawn from around 85 public bodies working to fight fraud across the public sector. The GCFP brings together individual and organisational learning from across the public sector, enabling us to take our next steps in the fight against the constant threat of fraud.

The establishment of the GCFP and continued investment in counter fraud resources demonstrates the Governments commitment to finding and dealing with fraud across the public sector.

The Profession sets out to tackle fraud head on by committing to invest in this group of highly skilled people, who are at the forefront of protecting public services and fighting economic crime. By providing the standards, guidance and tools for GCFP members to develop their knowledge, skills and experience, we will not only ensure public sector organisations benefit from a common understanding of the skills needed to counter fraud, but also recognise those professionals who lead the fight.

Through the empowerment of its members, throughout their careers, the community created around the GCFP will continue to grow and develop, to protect public services and fight economic crime.

Job description

We are looking for a GCFP Assurance Lead with a strong understanding of assuring occupational competency in a counter fraud context.

You will be passionate about increasing public sector fraud capability, and share our desire to take innovative approaches to learning, assessment and assurance. Working across multiple organisations, both within the public sector and beyond, you will engage with a range of stakeholders.

The role includes working with a team of fraud learning specialists. It is interesting, demanding and fast-paced. If you enjoy taking ownership of your own work, communicating proactively and supporting the development of others then wed love to hear from you!

Key deliverables and responsibilities of these posts will include:

Lead the design, implementation, and ongoing operation of the GCFP assurance framework (governance, risk management, quality assurance, performance monitoring).
Lead a review of the current application process for organisational membership and make recommendations for continuous improvement and efficiency, ensuring this does not impact our robust assurance requirements.
Lead the External Quality Assurance (EQA) strategy in partnership with delivery partners, ensuring evidence requirements, validation, and independent oversight of outcomes are in place.
Oversee assurance activities for training providers, curricula, progression routes, and membership approvals; ensure consistency with GCFP standards.
Manage processing integrity for membership applications, including eligibility checks, accreditation decisions, and appeals/exit processes, in coordination with the Head of Practice and Standards.
Serve as the primary interface for assurance stakeholders; chair or participate in assurance review panels as required.
Ensure information governance, privacy, and security requirements are observed in all assurance activities.
Facilitate bespoke training to GCFP Assurance Advisory Panel Members
Facilitate drop in sessions and bespoke meetings for potential new members of the GCFP

Person specification

Person specification Essential

Proven ability to design and manage assurance frameworks for occupational competency
Hold (or be willing to work towards) relevant level 4 qualification in Assessment, Internal or External Quality Assurance
Significant assurance, internal audit, or quality management experience.
Experience of working in a counter fraud, economic crime or bribery & corruption environment, as a practitioner or capability expert.
Experience of senior stakeholder engagement and cross-organisational, cross-sector collaboration.
Ability to brief seniors concisely, and at pace, on complex assurance and assessment issues.
Knowledge of the GCFP and its standards and processes for organisational membership
Hold (or work towards) relevant level 4 qualification in Assessment, Internal or External Quality Assurance

Additional information:

Cabinet Office policy is that a minimum 60% of your working time should be spent at your principal workplace. For some roles, due to their nature and the business need, this may be up to 100%.
