About the Role
The Contracts & Quality Officer role within the Department of Public Health plays a crucial role in ensuring that commissioned services adhere to contractual terms and conditions.
The primary responsibilities include managing contracts funded by the Crisis and Resilience Fund to deliver specified services in line with Local Authority Contract Procedure Rules, supporting the effective performance management of contracts, leading negotiations, ensuring contract compliance, and using performance management processes.
The role involves leading on quality assessments for commissioned services, using a comprehensive evaluation process to ensure that services meet the required standards and deliver positive outcomes for service users. This includes implementing a robust quality assessment framework, conducting regular reviews, and analysing performance data to identify areas for improvement.
The role requires close collaboration with service providers to address any issues related to poor performance and to implement corrective actions where necessary. Additionally, it involves providing professional guidance to the Public Health team, ensuring that all commissioned services adhere to contractual terms and conditions. By maintaining high standards of quality and compliance, the Contracts & Quality Officer plays a vital role in enhancing the effectiveness and efficiency of public health services.
In addition to these core duties, the role involves providing contractual advice in the development of commissioning plans and developing approaches to better support public health contracts whilst managing high risk, high-value contracts within the portfolio.
The position requires strong organisational skills to manage multiple tasks and priorities effectively, ensuring that all responsibilities are completed to a high standard. This includes meeting deadlines, coordinating with various stakeholders, and ensuring that all tasks are completed to a high standard.
The role may also involve work outside of normal working hours, requiring flexibility and adaptability. Strong organisational skills will enable the Contracts & Quality Officer to navigate the complexities of the role.

About You
To apply for this post, you must:
- Have a professional qualification at degree level in a relevant subject or demonstrable experience.
- Experience in project management, working across organisations, commissioning new resources, quality improvement, and report writing.
- Excellent oral and written communication skills, effective interpersonal and influencing skills, and confidence in presenting and taking accurate meeting notes.
- Ability to manage contracts to deliver specified services in line with Local Authority Contract Procedure Rules and support the effective performance management of contracts.
- Expertise in leading negotiation, procurement, contract compliance, and performance management processes for public health services and providers.
- Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex issues.
Strong organisational skills, with the ability to manage multiple tasks and priorities effectively.
