2 year fixed Term (with potential to extend)

We’re on the hunt for an outstanding Team Manager to shape, lead and bring to life Newham’s Experts at Hand offer.

This is a exciting opportunity to take both strategic and operational ownership of a pioneering initiative. You’ll bring together specialist teams and partners from across the system, driving forward the ambitious vision set out in Newham’s SEND Reform Plan.

At the heart of the role is the creation and leadership of a dynamic, multi-agency team. You’ll bring together commissioned professionals via the ICB alongside Local Authority colleagues, including advanced practitioners in Speech and Language Therapy, Occupational Therapy, Educational Psychology, and other key disciplines. Together, you will build an innovative, responsive service that truly makes a difference.

You’ll play a central role in shaping Newham’s Experts at Hand offer, embedding the principles of Every Child Achieving and Thriving and championing the borough’s wider Inclusion agenda. Looking ahead, you’ll also ensure the whole partnership is ready for future statutory changes, keeping Newham at the forefront of best practice.

Through this leadership role you will have the opportunity to make a lasting impact for children, young people and families across Newham.

Key responsibilities include but are not limited to:

Lead the development and delivery of key workstreams aligned to the SEND Reform Plan, working closely with the Inclusion Steering Group, SEND/AP Partnership and ICB.
Support education providers across early years, school age and post-16 to strengthen inclusive mainstream practice and respond to sector changes.
Embed the Experts at Hand model, promoting early intervention, high-quality assessments and effective school-based support.
Build, lead and develop multi-agency outreach services, ensuring capacity meets local need.
Oversee quality and performance of specialist bases and targeted support packages.
Strengthen partnerships and systems to support early identification and enable more children to remain in mainstream provision.
Promote continuous professional development and ensure practice reflects current guidance and evidence.
Share best practice through training, coaching and system-wide support.
Ensure high-quality advice, assessment and reporting, incorporating the views of children and families.
Champion equality, inclusion and non-discriminatory practice across all activity.

About Us
The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock. It also has a large Westfield shopping Centre in Stratford which has all the major retailers there.
