About the Directorate

Strategy, Governance & Climate (SGC) leads Defras overall strategy and plan for the natural environment. Key goals of the Directorate including delivery of the Environment Improvement Plan, increasing access to nature, restoration of peatlands, support to growth in rural areas, development of Defras contribution to climate mitigation, and leadership of governments efforts to adapt to climate change.

About the Team/Division

Access, Landscapes, Peat and Soils Division (ALPS) sits within SGC playing a central role in increasing access to nature, restoring peatlands and enhancing soil quality. It has substantial programmes of work to restore degraded peatland and decontaminated soil, and enhance soil quality. These deliver contributions to Defras climate mitigation and other environmental goals, better health, and development opportunity.

Job description

This is an exciting opportunity for an embedded G7 economist to operate hand in hand with policy and be willing to understand and engage fully with policy issues in a proactive, constructive and dynamic way. This must be balanced by providing pragmatic evidence-based solutions/analysis/challenge.

As a G7 analyst your key responsibilities may include but are not limited to:

Work with policy leads to provide a robust evidence and analysis function for the Peat and Soils policy areas and ensure work is joined up and supports broader objectives.
Provide advice from a strong economic toolkit and deliver high quality economic analysis for impact assessments and business cases, and support policy development across the team.
Build credibility and be regarded as an authoritative expert over time develop strong relationships with policy leads and colleagues across Defra and ALBs.
Identify evidence gaps and proactively fill these to support current and future policy design decisions. Provide economics input to the development, management and use of R&D projects in peats and soils
Lead a small team, working closely with your G6 policy and evidence leads to deliver an analytical work programme. Take responsibility for team outputs and support the wellbeing and professional development of team members. You will manage one junior economist
Provide economics support to peats and soils contribution to Defras climate goals, making links to Defras Net Zero Strategy evidence function. This includes working with science and policy to estimate emissions projections and develop ambitious climate policies.
Provide evidence support to M&E work in relation to large programmes of work in peats and soils
Develop and integrate green finance strategies to support peat and soil projects, ensuring alignment with government sustainability objectives and international climate commitments.
Design funding models and business cases for nature-based solutions, leveraging public-private partnerships and innovative financing mechanisms

Person specification

You must have a credible academic qualification in economics and be able to demonstrate strong knowledge and skill in economics. You must be (or have been) an economist in UK government. You must have significant experience of providing economic and evidence support to policy development, working with policy officials and other non economists.

Essential Criteria

The successful candidates will be able to demonstrate the following:

Essential Technical Skills
Candidates must either:
Be a member of the Government Economic Service (GES), or
Meet GES eligibility requirements (typically a degree with significant economics content)

Essential Experience
Experience of applying economic theory to policy or operational issues
Experience of economic appraisal using HM Treasury Green Book
Experience of delivering analysis to inform decision-making in complex or uncertain environments
Experience of communicating complex analysis clearly to non-specialist audiences
Evidence of managing projects or leading workstreams
Understanding of Defra objectives and the role of peats and soils in meeting those objectives

Qualifications

An Honours degree with at least 50% of the modules in economics, or Masters in Economics.

Interview

Candidates successful at sift stage will be invited to a video assessment/interview that will consist of a blended interview of Behaviour, Experience and Technical Skills questions.

Candidates will in addition be asked to produce a presentation on the following:

Estimates suggests that there are 1000s of contaminated sites in the UK. Contaminated sites refer to land where substances in the ground pose a significant threat to health and the natural environment, typically arising from historic industrial activity or waste mismanagement. A government minister wishes to understand the economic case for decontaminating the land and what policy options may be available. The candidate should present for five minutes maximum on how the candidate would approach providing this advice to the minister.

This will test the candidates skills in applying economics methods and confronting a challenging problem.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Location

As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).

Where the location is National the successful appointee should discuss and agree an appropriate contractual location in line with both Defras location policy and site capacity, prior to proceeding with pre-employment processes.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer, or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
