We’re looking for a Service Delivery Manager to lead and manage the delivery of specialist services to adults with physical or sensory impairment, and their carers, promoting prevention, inclusion and independence
our Occupational Therapy teams and Rehabilitation Officers to help us deliver high‑quality, person‑centred support across the city.

This is a permanent role for a HCPC‑registered Occupational Therapist, offering the chance to shape services, support and develop managers, and work with partners across health, housing and the voluntary sector to improve outcomes for people who need adaptations and specialist rehabilitation.
The Role
As Service Delivery Manager, you’ll lead occupational therapy across adult social care, helping us provide a consistent, timely and fair services for people who need equipment, home adaptations, mobility support and specialist input related to visual impairment.
You’ll provide clinical leadership, supervision and development for a range of Occupational Therapy Managers, and you’ll help set the standard for professional practice, coaching managers so they can support their teams to do their best work.
Working alongside senior leaders, you’ll help us strengthen practice, improve quality and keep people at the centre of decisions—so residents receive the right support, at the right time, in a way that promotes independence.
Key Responsibilities

Lead and develop occupational therapy and visual impairment rehabilitation services, using supervision, learning and quality checks to support excellent practice.
- Make sure our practice meets professional and legal standards (including HCPC standards, Royal College of Occupational Therapists guidance and the Care Act 2014).
- Drive service improvement, performance and quality—setting clear priorities and plans that support our adult social care strategy and service priorities.
- Lead, inspire and support a diverse workforce of Occupational Therapists, Occupational Therapy Assistants and Rehabilitation Officers—championing strengths‑based, person‑centred practice.
- Work closely with partners in the NHS, housing and the voluntary sector to improve pathways and deliver effective minor and major home adaptations.
- Support fair decision‑making by contributing to the independent panel that reviews appeals about home adaptations.
- Lead workforce planning, recruitment and retention, and manage the minor works budget to make sure resources are used well and transparently.
- Work alongside the head of service to plan for the future, strengthen retention and create clear development opportunities for staff.
- Handle complex enquiries and complaints, and review appeals about Disabled Blue Badge decisions.
Professional leadership and partnership working
You’ll build strong relationships with occupational therapy leads across health and social care in Leeds and the wider region—sharing learning, solving problems together and helping to raise the profile of occupational therapy.
You’ll also stay up to date with changes in legislation and best practice, using this knowledge to strengthen how we support people to live independently.

About You
You will have:

Significant experience of operational leadership and managing managers/teams.
- A strong working knowledge of relevant legislation and duties within adult social care and application of the disability facilities grant (DFG) eligibility/policies.
- A good understanding of the challenges and opportunities in adult social care, and how neighbourhood‑based services can support independence and reduce need for long-term care.
- Experience of managing a range of budgets relating to staffing and service provision
- A track record of improving quality and developing people—and a commitment to championing occupational therapy internally and with partners.
- Understanding of the needs of people with significant visual impairment, including knowledge of the Certificate of Visual Impairment (CVI) process
- Knowledge of the eligibility criteria and appeals process for a Disabled Blue Badge
- Experience of safeguarding and risk management of people to maintain their safety and independence at home.

Job Purpose
The purpose of the role is to lead and manage the delivery of specialist services to adults with physical or sensory impairment, and their carers, promoting prevention, inclusion and independence. The post holder is required to ensure the delivery of high quality, effective and efficient services, both for Occupational Therapists and Rehabilitation Officers, Visual Impairment. As a member of the Service Management Team the post holder will contribute to and be jointly responsible for service improvement and ongoing development, and promotion of Occupational Therapy.
Responsibilities

Support delivery of programmes of strategic significance to the Council to deliver services in line with Council priorities.
- Responsible for the development and delivery of, both the overall service plan and the Disability Services plan and drive continuous improvement initiatives through leading and contributing to cross council projects.
- In line with the Budget Management Accountability Framework to be responsible for all financial resources within the service area ensuring value for money and working within financial regulations.
- Lead and manage, both organisationally and professionally, the delivery of Occupational Therapy, and services for people who are sight impaired, across all Occupational Therapy and Disability Services Teams.
- Performance management of teams and related system activity in partnership with Health and Housing, Leeds Building Services and Occupational Therapy services across the Health and Social care community
- Management of devolved budgets, specifically the minor works budget, in accordance with the rules and regulations of the Council and the department.
- Develop and maintain an Occupational Therapy specific management structure to ensure ongoing effective management of services and resources.
- Ensure fair and equal treatment for all customers and employees.
- Lead day to day service delivery and the continuous development of specified provider services in accordance with agreed targets and objectives included in council and service plans.
- Ensure that all aspects of service delivery, community engagement and staffing, focus on equality of outcomes and equitable access.
- Ensure that, service practice meets fully defined and documented standards of the RCOT and RWPN, and that all managers are fully aware of the requirements.
- Directly manage performance of both staff and the specific service, ensuring early intervention where performance fall below, or threatens to fall below, required standards.
- Implement regular, formal performance monitoring and reporting using agreed management information systems.
- Ensure that client information is comprehensive, regularly updated and that data protection standards and information sharing protocols are in place and are fully complied with.
- Ensure service delivery is flexible and responsive and meets changing priorities and needs.
- Ensure specific service’s workforce development plans and skills mix are designed to meet service requirements.
- Identify, develop and manage strategic partnerships.

Qualifications
A degree in Occupational Therapy and current registration with the HCPC

- Significant experience of developing productive working relationships with Council Members, trade unions and Corporate Leadership Team.
