ECMWF is seeking to fill an exciting new position as Partnerships and Engagement Specialist in the National Partnerships Team of ECMWF’s Partnerships and Engagement Section and will report to the Team Leader on National Partnerships. The successful candidate will mainly contribute to an impactful implementation of the Copernicus Atmosphere Monitoring Service (CAMS) National Collaboration Programme (NCP) and will be responsible for dialogues with country representatives and the technical management of a selection of actions promoting the uptake of CAMS data products and services.
The successful incumbent will also engage through wider engagement activities with ECMWF Member States (MS). These include, contributions to the preparations and conducting of MS liaison visits and the coordination of a selection of ECMWF Pilot Projects. As needed, this can also include contributions to actions under the Copernicus Climate Change Service (C3S) NCP.
The CAMS NCP is a dedicated scheme to support EU Member States, Norway, Iceland and the United Kingdom in extracting the maximum benefit from CAMS products and services. With this initiative, ECMWF supports national institutions to improve their uptake and use of CAMS products in support of air quality, pollen and dust monitoring, and GHG emissions objectives including climate mitigation and adaptation strategies, as well as thematic applications focused on health and energy. The NCP is currently in full operation with a focus on content-driven and technical engagements, establishments of feedback loops to improve CAMS services as well as the creation of visibility on success stories through communication and outreach.
The NCPs at ECMWF are implemented through a number of contracts and grants with public authorities, dialogues with national authorities and joint interactions via User Forums. Engagements include both actions with individual countries as well as actions with groups of countries through transboundary and transnational engagements.

ECMWF Pilot Projects are collaborative, temporary initiatives established by ECMWF and its MSs to test new technologies, integrate non-standard data sources and develop AI/ML workflows, within a true co-development set-up. The successful candidate will focus on relationship management with the MSs involved and the overarching Pilot coordination. Synergies in approach between the Pilot Projects and the NCP shall be assessed in preparation of future NCP and Pilot Projects. ECMWF’s Partnerships and Engagement Section is part of ECMWF’s Director-General Office and unites expertise to maintain and increase user uptake, satisfaction and experience, to explore partnerships and opportunities to unlock new potential innovative applications and to provide training and knowledge transfer to enhance ECMWF’s impact of its activities. It consists of three teams, amongst which the National Partnerships Team being central to ECMWF’s efforts in establishing and nurturing content-driven relationships with user communities across ECMWF Member and Cooperating States, EU Member States and Copernicus-associated countries. The National Partnerships Team consists of 7 experts.
The role is mainly aimed to contribute to the implementation of the CAMS NCP, through the technical management of a set of contracts and grants aimed at optimizing the interaction with national institutions and public administrations to further exploit the use of CAMS products and services at national level. Capturing the diversity in technical requirements and differences in data value chains and working practices, as well as guaranteeing feedback loops to technical and scientific colleagues at ECMWF, is a key part of the responsibilities. In addition the role will contribute to ECMWF MS liaison visits and the coordination of ECMWF Pilot Projects and, based on needs, the C3S NCP.
Key activities:

Technical management of a portfolio of CAMS NCP contracts and grants to ensure the delivery of the agreed output, where necessary providing guidance and involving relevant CAMS topic experts;

Stimulating and facilitating dialogues with national stakeholders, including on horizonal synergies between countries on particular technical topics and proposals for improvement for further engagements;

Support the implementation of national user uptake actions in cooperation with relevant European agencies and science institutions in scope of CAMS to enhance applicability and user uptake at national level;

Steer the collection and analysis of user feedback about CAMS products and services resulting from the NCP;

Relationship management and coordination of a set of ECMWF Pilot Projects and seek synergies in approach with the NCP;

Contribute to a number of ECMWF MS liaison visits in their preparations, execution and aftercare;

Promote ECMWF, CAMS and C3S and their NCP at national and international user uptake events, including through ECMWF MS liaison visits and contribute with inputs to training and innovation actions;

The successful candidate will work closely with scientific and technical colleagues within the Forecasts and Services and Research Departments. Furthermore, this role will involve working closely with the ECMWF’s Communication Section and User Services Section.

Essential criteria
- An advanced university degree (EQF Level 7 or above) in Meteorology, Climate Sciences, Environmental Engineering or similar relevant scientific discipline.

Demonstrated experience of engaging with national public authorities and/or national meteorological services is essential.

Solid understanding of the scientific aspects underpinning atmospheric chemistry, meteorology and other environmental data generation as well as of their relevance in national context is essential;

Good knowledge of institutional and policy structures at national and European level, including on aspects related to data access and applicability is essential;

Exposure to gathering user needs and requirements and translating those into operational and innovation actions is essential;

Fluency in English is essential as candidates will be required to work effectively in English.
Desirable criteria
- Advance knowledge of European environment policies is desirable.

Demonstrated experience of managing projects, ideally in an international context is desirable.

A good knowledge of one of the Centre’s other working languages (French or German) or one of our Member State or Co-operating state languages is an advantage.

Candidates are expected to relocate to the duty station. As a multi-site organisation, ECMWF has adopted a hybrid organisation model which allows flexibility to staff to mix office working and teleworking, including away from the duty station (within the area of our member states and co-operating states) up to 10 days per month.
