An exciting opportunity has arisen for two people to join Cornwall Council’s Anti-Social Behaviour (ASB) Team as
1. the dedicated ASB Caseworker for Penzance (jointly funded by Penzance Council and Cornwall Council) and
2. the dedicated Caseworker for Redruth (jointly funded by the Police & Crime Commissioner, Redruth Town Council and Cornwall Council).
The Service & Team:
The Community Safety Team includes the following Teams: Community Safety Officers co-ordinating local multi-agency prevention and response; the delivery of targeted initiatives to reduce the harms of drugs and alcohol, the commissioning of community drug and alcohol treatment services; managing the core functions of Safer Cornwall (the statutory Community Safety Partnership), the front line Anti-Social Behaviour (ASB) Team working alongside the police and partners to reduce problems in towns and neighbourhoods, and the Domestic Abuse & Sexual Violence team providing targeted prevention, support and response as well as commissioning the support and therapy services and safe accommodation.
The Dedicated ASB Caseworkers are part of the ASB Team which sits within the wider Community Safety Team. The ASB Team delivers a high quality service through the use of prevention and enforcement tools. The purpose of the team is to tackle a range of anti-social behaviour in adults and young people, covering all housing tenures, in neighbourhoods and in community-based hotspots, through being solution focused and working in partnership with all relevant agencies.

Given the nature of some of the functions within the Service, the postholder could be required to review reports and attend meetings that may contain sensitive and potentially distressing material. The postholder will be required to exercise absolute confidentiality with regards to the content of the material and the identity of any person/s named within the meetings and/or reports.
The Role:
Role purpose
- To provide high visibility foot patrols in Penzance or Redruth Town Centres and surrounding areas/neighbourhoods.
- To support those in the community giving practicable advice and support to strengthen resolution with community based ASB
- To be the lead officer in case building and pulling partner agencies together, attempting to resolve incidents of isolated or wider community based ASB
- To manage a caseload relating to anti-social behaviour within a multi-disciplinary partnership Community Safety Team
- To gather evidence and prepare paperwork for court, attending court to present cases as necessary
- To work within and across communities, in collaboration and partnership with a diverse range of statutory and non-statutory agencies, services and teams to tackle anti-social behaviour.
To work closely with Police, the local businesses and communities and key partner agencies, drawing upon expertise and support to tackle anti-social behaviour including involvement in frontline operations and other intervention types that directly address community concerns in relation to anti-social behaviour

This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies.
This position will be subject to an enhanced criminal record disclosure check and advanced police vetting procedures.
Working Pattern:
The standard working pattern for this role is Monday to Friday, 37 hours per week. Some evening or weekend work will be required to cover specific meetings or public events.

Requirements
Being a non-confrontational role, the role holder needs to be calm, measured, confident, and able to diffuse potentially challenging situations. Flexibility, resilience and organisational skills are essential for the role along with a good general level of education. You will also need to:
- demonstrate good knowledge of ASB legislation and experience of partnership working amongst statutory and non statutory agencies;
- have the ability to work unsupervised and prioritise own workload through self-organisation
- have good experience of conflict management through use of communication and situational management
- demonstrate excellent experience of working as part of a team preferably in the relevant functional area
have the ability to make impartial decisions based on evidence

Due to the foot patrolling aspect, the role holder will need to be physically fit and healthy and prepared to patrol in all weather conditions.
The roles are on a 12 month rolling contract, with the funding agreed annually.
Any appointment is subject to the passing of advanced police vetting procedures and an enhanced DBS check.
A full valid driving licence and access to a vehicle is essential.
