Role Overview:

The Homelessness and Allocations Bill is set to profoundly reshape the housing and homelessness landscape in Wales. This role offers a unique opportunity to support Newport in adapting to these forthcoming changes, whilst maintaining a commitment to a data-led, transformational approach to service planning. If you are seeking to make a meaningful impact during this period of transition, the position of Housing and Homelessness Strategic Co-ordinator (Homelessness and Allocations Bill) may be ideally suited for you.

Key Responsibilities:

This is an initial 12-month fixed term post, with the possibility of extension. You will collaborate closely with senior managers within the Housing Department, the wider Council, and external partners. Your primary responsibility will be to lead the authority’s preparations to meet expanded statutory duties as outlined in the Homelessness and Allocations Bill. The role prioritises liaising with Welsh Government at a strategic level and participating in working groups, developing relevant systems, training and data sets, transforming Newport City Council’s approach to allocations, and leading communications and training initiatives.

Alongside these duties, you will adopt a data-led approach to support the design and delivery of various service improvement initiatives. These initiatives aim to enhance client outcomes and reduce current costs, ensuring effective preparation for the implementation of the Bill.

Person Specification:

The ideal candidate will possess a degree-level qualification and significant experience working within homelessness or related fields, such as criminal justice. You should demonstrate a proven track record in leading the development of new initiatives. Strong technical skills related to data and systems development are essential, along with experience in using business intelligence for service development, redesign, and preparation for policy changes.
