Operating within the Warmer Homes Local Grant, we are a fast growing business with a strong pipeline and ambitious plans to scale. Alongside funded works, we deliver kitchens, bathrooms, windows, doors and full refurbishment packages.
As we continue to grow, we are looking for a Compliance & Delivery Manager to take ownership of compliance, oversee the project coordination team, and ensure smooth, scalable delivery across the business.
Role Overview
This is an operational and compliance leadership role responsible for:
- End to end compliance across funded projects
- Oversight of Project Coordinators and Assistant Project Managers
- Project lifecycle management from install through to submission and payment
- Internal process development and system improvement
- Supporting operational efficiency and business growth
You will be accountable for ensuring projects move efficiently through the pipeline while maintaining full compliance with PAS and funding requirements.
Key Responsibilities
1. Compliance & Technical Oversight
- Take full ownership of compliance across all funded projects
- Review RC designs, risk assessments and improvement plans for each job
- Ensure all measures are compliant prior to installation and submission
- Act as escalation point for technical or non compliant cases
- Attend site where required to ensure quality and compliance standards
2. Project Delivery Oversight
- Oversee the full lifecycle of projects from install through to submission
- Manage and support Project Coordinators and Assistant Project Managers
- Ensure jobs progress efficiently across all stages
- Identify risks, delays or bottlenecks and resolve proactively
- Maintain clear visibility of project status across the pipeline
3. Compliance & Submissions Management
- Oversee submission packs to ensure accuracy, consistency and minimal rejections
- Build and continuously improve compliance and submissions processes
- Liaise with Managing Agents, funders and accreditation bodies
- Ensure alignment with all funding requirements and updates
- Keep up to date with industry and compliance changes
4. Process Improvement & Systems
- Identify inefficiencies in workflows and implement improvements
- Support development and optimisation of internal systems such as PASHub and CRM
- Reduce errors and improve submission turnaround times
- Build scalable processes aligned with company growth
5. Team Leadership & Management
- Oversee, support and develop Project Coordinators and Assistant Project Managers
- Set clear expectations, structure and accountability within the team
- Monitor KPIs and performance across compliance and delivery
- Provide training and ongoing development to improve team capability
6. Operations & Financial Support
- Support forecasting of submissions and cashflow timelines
- Work closely with operations, compliance and finance teams
- Ensure alignment between delivery targets and funding requirements
- Support efficient resource planning across projects
7. Business Growth & Strategy
- Support onboarding of new Managing Agents and partners
- Provide insight into maximising funding delivery and allocation
- Contribute to scaling operations across new workstreams
- Support continuous improvement of overall business performance
Skills & ExperienceEssential
- Strong experience in ECO4, GBIS or WHLG compliance and submissions
- Proven experience managing end to end funding lifecycle
- Strong knowledge of PAS 2030/2035 requirements
- Experience managing or overseeing teams
- Experience liaising with funders, managing agents and installers
- Highly organised with strong attention to detail
Desirable
- Experience with systems such as PASHub, ECOSURV, Corelogic or ECMK
- Background in process improvement or operations
