Role: Facilities and Health, Safety & Environment (HSE) Manager

Reporting to: General Manager

Contract: Part-time

Hours: 16-32 per week

Location: Royal Southern Yacht Club, Hamble SO31 4HB

Based in the heart of the Hamble River with the Solent on our doorstep, we are one of the most respected and active yacht clubs with a sailing area to match. The Club hosts an ambitious programme of offshore and inshore racing, social events, and cruising activities throughout the year, supported by a dedicated professional team and a thriving membership. We pride ourselves on our superb Clubhouse and facilities, a dedicated staff who work around the clock to make every Member and guest feel welcome, and our ability to run world class events time and time again.

We are seeking a Facilities and Health, Safety & Environment Manager to support the highest standards of safety, regulatory compliance and building stewardship for all members, staff and visitors across the Clubhouse and Yacht Haven

About the Role

This role reflects the Club’s continued commitment to strengthening Health, Safety and Environment (HSE) compliance and enhancing building and facilities maintenance. You will work closely with the General Manager to drive the safety culture, ensure full legislative compliance, and take ownership of the Club's physical estate.

You will be expected to demonstrate clear, visible leadership and act as the ‘Competent Person’ for Health & Safety ensuring a high-quality, secure and safe environment for members, staff and visitors. Given the nature of yacht clubs, flexible working, including weekends and evenings may be required especially during busy summer seasons or major events

Key Responsibilities

HSE Compliance & Governance

Prepare for and implement the HSE policy approved by the Club’s Executive.
Prepare the Club for all external HSE reviews and ensure that all agreed recommendations are followed up without delay.
Oversee all routine safety checks, maintain accurate records on the Club's management platform (Peninsula), and ensure all documentation is current and complete.
Serve as the Club's lead investigator for all HSE incidents, accidents and near-misses; produce timely written reports and implement corrective actions.
Monitor UK H&S legislation and proactively advise the General Manager and Board on required policy updates.
Conduct and review risk assessments for all aspects of the Club’s operations.

Training & Culture

Develop and deliver practical HSE induction and refresher training for all staff.
Ensure the Club meets or exceeds the mandatory number of qualified staff required.
Conduct regular internal audits and inspection programmes, reporting findings and tracking actions to conclusion.
Champion a positive safety culture across the Club's workforce and volunteer community.

Building Maintenance & Facilities

Take ownership of planned and reactive building maintenance across the Club's estate.
Source, brief, and supervise contractors on site, ensuring compliance with Club procedures and relevant legislation (CDM, RAMS, Permit to Work).
Maintain a forward maintenance plan and provide regular condition reports to the General Manager.
Manage the Facilities and HSE budget, ensuring cost-effective maintenance and procurement.

Security

Maintain fire detection systems, CCTV, emergency lighting and site access security.
Manage the out-of-hours security team, ensuring their rostering is efficient and their duty hours are used effectively.
Ensure that security has a high profile throughout the Club so that Members and staff are aware of the threat both individually and collectively.

Waste Management & Sustainability

Oversee safe disposal of hazardous materials. (e.g. fuel, paint, boat maintenance waste)
Proactively identify opportunities for energy reduction and environmental improvements in line with modern sustainability standards.

About You

Essential

NEBOSH National General Certificate in Occupational Health and Safety (or equivalent recognised qualification).
Demonstrable, current knowledge of UK H&S legislation including HSWA 1974, RIDDOR, COSHH, PUWER, LOLER, CDM Regulations and associated codes of practice.
Practical experience of conducting risk assessments, writing method statements, and maintaining safety management systems.
Experience of building maintenance management, to include contractor oversight and planned maintenance scheduling.
Strong written and verbal communication skills; confident in producing formal reports and presenting findings to senior stakeholders.
Self-starting, organised, and able to work independently with minimal supervision.
Proficient in standard office software and able to work with digital records management systems.

Desirable

IOSH Managing Safely or NEBOSH Construction Certificate.
Experience of security risk assessment or physical security management.
Background in or familiarity with marine, waterfront, or sporting club environments.
Any Sailing, Powerboat or Instructional qualifications.
First Aid at Work certification (or willingness to obtain).
Experience working with or within the Armed Forces, emergency services, or similarly regulated environments.
