As part of the CWA (Civil Works Alliance), we will support the building for Sizewell C. Sizewell C will be a 3.2-gigawatt power station generating low-carbon electricity for around 6 million homes and will play a key role in our energy future, supplying reliable, clean electricity for at least 60 years.
The Civil Works Alliance is delivering the critical civil works for this once-in-a-generation project. We are seeking an experienced and visionary Tunnel Pre-Construction Manager to lead the development of construction and execution strategies for the Marine and Tunnels scope at Sizewell C. This is a pivotal role that will shape delivery strategy for one of the UK's largest and most technically challenging infrastructure programmes, ensuring construction readiness and successful transition into delivery.
Reporting into the Marine and Tunnels leadership team, the Tunnel Pre-Construction Manager will provide construction leadership throughout the pre-construction phase for the cooling water network. This role will develop method-led and technically robust delivery strategies for the onshore tunnelling works, including launch adits, tunnel launch shafts, tunnel lining systems, sprayed concrete lining (SCL) works and tunnel boring machine (TBM) logistics. You will engage with the design process to embed constructability considerations, coordinate key package interfaces, and work closely with internal and external stakeholders to ensure safe, efficient and compliant delivery solutions are developed. What You Will Do
Develop construction methodologies that optimise safety, programme certainty and productivity while accommodating project constraints as well as governing technical, environmental and regulatory requirements
Lead the development of method-led execution strategies for tunnelling works including launch adit formation, segmental lining and SCL works, alongside constructing the onshore tunnel launch shafts (3No) and offshore tunnel-shaft-connections (6No)
Lead constructability reviews to ensure temporary and permanent works interfaces are identified and managed effectively to mitigate risks and accommodate project constraints
Define requirements for working space, access routes, temporary facilities, utilities, lifting operations, plant deployment, logistics and muck-away arrangements
Lead and coordinate multidisciplinary workstreams relating to scope pre-construction activities, exercising stakeholder and interface management with relevant parties
Engage with the logistics and tunnelling surface works team to coordinate the construction-stage requirements of the tunnelling works
Develop technical inputs and construction assumptions that underpin scope definition, pricing and risk allowances
Manage specialist consultants and contractors undertaking early contractor involvement (ECI) activities
Embed constructability into the detailed design process, engaging with counterparts in the design team to contribute to design decisions and highlight key considerations for construction-stage requirements
Lead preparation of the technical submission supporting approval of the Target Outturn Cost (TOC) for the tunnelling scope, including project execution plan and delivery strategies
Support the timely procurement of tunnelling items, defining specification and operating requirements, and support the tender and evaluation process
Support and mentor engineers and package managers engaged in the tunnelling scope What We Are Looking For
Essential Experience and Skills:
Significant experience in major infrastructure and tunnelling construction projects, including experience in pre-construction planning, construction method development and constructability reviews
Proven experience delivering projects across the full lifecycle in complex, regulated environments
A collaborative leader who demonstrates safety-leadership, clarity, respect, positivity, humility and solidarity in how they work
Strong stakeholder management and communication skills
Ability to lead technical reviews, drive collaboration and influence decisions
Ability to integrate technical, programme and commercial considerations into clear strategies
