Immigration Enforcement is responsible for enforcing the governments immigration laws, tackling illegal migration, removing foreign national offenders and immigration offenders from the UK. The Operational Capabilities Command (OCC) is a directorate within Enforcement, Compliance & Crime (ECC). Our mission is to ensure that operational colleagues have the skills, capabilities, tools and infrastructure which are modern, environmentally sustainable, fit for purpose and allows staff to maximise their operational effectiveness.

Our aim is to work across people and strategic workforce planning, change, digital, performance, engagement, risk, law enforcement engagement and our vulnerability and fair treatment teams collaboratively as one team. We will act as agents of change, to provide the innovation, service and thought leadership that is needed so that Enforcement, Compliance & Crime (ECC) runs well as a command now and transforms further to meet the demands and opportunities of the future.

OCC Crime Training works with law enforcement and cross-government partners to tackle serious and organised immigration crime with a focus on bringing to justice those who exploit the vulnerable, for example cases of modern slavery and human trafficking.

Job description

This is a professional learning team made up of subject matter experts (SME) and professional trainers who have the knowledge and the networks to enable partnership working within and outside of Enforcement, Compliance and Crime (ECC) extending to external stakeholders including the College of Policing. Our focus is on enabling leaders and managers to improve the experience for colleagues, building the capabilities required to create resilient, competent and confident IE officers of the future. We aim to do this through being values driven, insight led, outcome focused, agile and expert.

The team is licensed by the College of Policing to deliver training under the auspices of the Professionalising Investigation Programme (PIP).

In addition to training across the different levels of PIP the team develop and deliver Continuing Professional Development (CPD) interventions which support and enhance deployment capability of Immigration Enforcement Officers.

Responsibilities

Duties include but are not limited to:

Working to one of His Majestys Inspectors (HMIs) and taking responsibility for leading assured learning and development products.

Delivering learning interventions utilising blended methodology.

Designing, delivering and evaluating of learning content, including undertaking design research and where necessary working with internal and external experts.

Contributing SME knowledge and experience to full design cycles, providing advice and guidance to partners and end users, whilst coaching and mentoring others.

Leading on specific projects whilst keeping learning materials updated in line with current guidance and policy.

Embracing partnership working by engaging closely and collaboratively with other colleagues across OCC, IE, Operational Assurance, Policy, the wider Home Office learning community and other stakeholders to develop and improve our delivery, assessment and quality assure learning across IE.

Working flexibly and support other areas within OCC. Responsibilities are liable to change within the learning profession umbrella subject to business need and transformation, so its important that you are adaptable.

Undertaking continuous professional development (CPD) activities for your role.

Working pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Shift working

Successful candidates will need to be able to attend for all shifts including early starts and late night finishes. These shifts may be outside of public transport operating hours.

Training

You will receive full training and support to do the job. Training takes place initially in the classroom and then continues on the job with a mentor who supports you until you are fully confident in the role. Even then you are never alone; you work as part of a team where there is always someone around for advice and support. Further information on what the training involves can be found on our website.

Travel

Please note the role involves undertaking frequent travel nationally to attend meetings and deliver training which will involve overnight stays.

Please also note that as trainers are required to travel extensively throughout the United Kingdom delivering crime training courses, and working with partner law enforcement agencies, holding a full valid UK manual or automatic driving licence is essential.

Flexible working

You may be required to undertake the same or a similar role within a different team or teams (where possible, at your base location or within reasonable travel distance), depending on business priorities. With appropriate training and support, this will provide opportunities to broaden both your experience and skill set.

Person specification

Essential criteria

You must be able to demonstrate:

Holding a minimum professional qualification of Professionalising Investigations Programme Level 1 (PIP1) and for this accreditation to be valid and current at the time of application.
A high standard of demonstrable verbal and written communication skills.
A strong working knowledge of Authorised Professional Practice (APP)
A high standard of demonstrable verbal and written communication skills.
Flexibility and organisational skills, and able to deliver under pressure and at pace, particularly when unexpected changes to priorities and procedures occur.
Demonstrable competence in Microsoft suite (including OneDrive, Share Point, Teams and Excel).

Desirable criteria

Currently hold, or be willing to achieve within 12 months, a Level 4 Learning and Development qualification, with Assessor accreditation (e.g. TAQA).
Currently hold a valid and current PIP2 accreditation and be able to demonstrate detailed knowledge of the College of Policing PEQF and PIP frameworks.
Possess strong knowledge of Immigration Enforcement processes, legislation and policy, with experience delivering training using a range of learning methods and designing digital/e-learning solutions.

Licences

Due to the nature of the work and/or the geographical area, driving is an essential requirement for this role. You must have a full valid UK manual/automatic driving licence.

Qualifications

A minimum professional qualification of Professionalising Investigations Programme Level 1 (PIP1) and for this accreditation to be valid and current at the time of application.
Professionalising Investigation Programme (PIP) is a four-level accreditation programme under the auspices of the National Police Chiefs Council and the College of Policing. A professional accreditation of Professionalising Investigation Programme (PIP) Level 1 or Scottish equivalent is mandatory. For further information please see the attached documents.
An initial check prior to interview will be made on candidates holding PIP 1 accreditation or Scottish equivalent. Candidates who are confirmed as not being accredited will automatically have their application rejected and will not attend an interview.
