Salary: circa £45,000 depending on experience

Location: Birmingham City Centre

WFH policy: Employees are required to attend the office 2 days/week

Flexible working: Variety of flexible work patterns subject to line manager discretion e.g. Compressed 9-day fortnight.

Role Summary:

The Low Carbon Contracts Company (LCCC) is a not-for-profit company owned by the Secretary of State for Energy Security and Net Zero. We help deliver government-backed schemes that support low-carbon electricity, and our mission is to accelerate effective investment in UK energy security and net zero.

The team manages the funding arrangements behind these schemes. We work with government, electricity suppliers and energy industry participants to make sure settlement activities are accurate, compliant and deliverable.

The Levy Policy and Operations Analyst is involved in delivering levy-funded schemes and government policy changes. The role involves turning policy into practical operational requirements. This includes identifying risks, supporting process and system changes, and explaining complex information clearly to internal and external stakeholders. The role spans the full lifecycle of government-backed energy schemes and market settlement mechanisms, from early policy development through to operational delivery.

A key part of the role is working with policy that is still developing or unclear.
The Analyst will clarify requirements, assess operational impacts, and identify issues that could affect operational delivery, electricity suppliers or wider industry participants.

Day-to-day, the role involves supporting the delivery of complex and evolving government policy initiatives. The Analyst will work across internal teams to ensure policy design, system capability and operational delivery are aligned, including supporting system change implementation. It also involves engagement with government and industry stakeholders, and the review of legislation and internal and public-facing documentation to ensure accuracy, clarity and consistency.

The successful candidate will support a variety of schemes, including:

Contracts for Difference (CfD) - including levy reforms associated with the Clean Industry Bonus (CIB), Low Carbon Dispatchable (LCD), Dispatchable Power Agreement (DPA), and potential developments under the British Industrial Competitiveness Scheme
Capacity Market (CM)
Nuclear Regulated Asset Base (RAB)
Other emerging programmes and policy initiatives

Key Responsibilities

Analyse new and developing energy policy to understand operational impacts, risks and delivery requirements
Help turn policy proposals into clear, practical requirements for settlement processes
Support implementation of levy-funded schemes and reforms, including CfD, Capacity Market, Nuclear RAB and emerging policy initiatives
Work across internal teams to understand system, process and funding impacts and support effective delivery
Engage with government, regulators, electricity suppliers and other stakeholders to support policy implementation and operational alignment
Review legislation, guidance and internal documents to ensure they are accurate, clear and consistent
Maintain clear internal and external knowledge materials.
Represent Levy Operations in meetings and forums, providing updates on scheme delivery and operational impacts

Skills Knowledge and Expertise

Essential:

Commercial experience in the energy sector, public policy, or a similarly regulated environment
Ability to work with incomplete or evolving policy and turn it into clear, practical requirements.
Strong analytical skills, with the ability to identify risks, impacts and delivery challenges.
Ability to take ownership of work and apply judgement in a complex environment.
Experience supporting projects, change initiatives or policy implementation.
Ability to understand complex material, such as legislation, technical documents, or settlement processes.
Superb communication skills, with the ability to explain complex information clearly
Experience working with stakeholders across different teams or organisations

Desirable:

Understanding of electricity or gas market arrangements, settlement processes or electricity supplier obligations
Experrience on policy or regulatory change programmes
Familiarity with system or operational change
Experience working with government, regulators, or energy industry participants
