Job summary

This team is integral to ensuring the risks associated with processing Bulk Personal Datasets are considered, articulated and mitigated where possible. The ingest and processing of a Bulk Personal Dataset must be authorised at Deputy Director Grade during a Data Authorisation Panel, therefore applicants should be confident discussing Bulk Personal Dataset applications with seniors, and advising on risk.

Consideration must be given to other relevant legislation and best practice, such as the Data Protection Act 2018 and the Police Information and Records Management Code of Practice. Applicants should have a working knowledge of Information Management best practice.

Job description

As the Manager for the Bulk Personal Dataset Team, you will be responsible for managing a small team of individuals who identify and review all applications for Bulk Personal Datasets processed by the NCA to ensure compliance with our internal operating procedure. You will lead on Bulk Personal Dataset best practice, proactively encouraging others across the NCA to engage with the process. You will be a subject matter expert who is able to advice officers of all grades on the Bulk Personal Dataset process to ensure awareness and understanding of the importance of good information management practices.

Duties and Responsibilities:

Review and assess compliance documents.

Review Records of Processing Activity assessments and Data Protection Impact Assessments to ensure they accurately reflect personal data processing that relates to Bulk Personal Datasets.

Understand and manage risk.

You will be responsible for utilising existing risk reporting mechanisms to ensure the impact of risks identified as part of Bulk Personal Dataset applications are managed appropriately so mitigation and management can be recorded.

Provide line management support.

Manage others within the Office of the Data Protection Officer.

Provide strong leadership support.

Work closely with other managers within the Office of the Data Protection Officer to provide a strong leadership function that supports a team who work at pace with complex internal and external matters. Cross workstream support will be part of your responsibilities to ensure the wider Office of the Data Protection Officer Teams have managerial cover during periods of leave or high-volumes of complex work.

Act as a Bulk Personal Dataset Subject Matter Expert.

Support the other teams within the Office of the Data Protection Officer by providing subject matter expertise on Bulk Personal Dataset matters.

Present information confidently to a variety of audiences.

Present KPI compliance, trends and associated risks to seniors at data governance forums. Provide upskilling sessions via Teams and in person to officers across the NCA to improve compliance with the Bulk Personal Dataset process.

Review internal processes.

Regularly review the strategic impact of the Bulk Personal Dataset process, articulating positive risk mitigations and understanding areas for improvement.

Manage the Data Authorisation Panel.

Manage the Data Authorisation Panel process, including supporting the Deputy Director with briefings in advance of panel meetings.

Build and maintain strong working relationships.

Communicate with internal and external stakeholders on the Bulk Personal Dataset process to ensure NCA wide compliance.

Produce upskilling documents.

Support with drafting and updating eLearning modules on Bulk Personal Data Processing.

Vetting requirements - SC Enhanced

Prior to commencing the role, you will need to successfully complete SC Enhanced clearance.

The requirement for SC clearance is to have been present in the UK for at least 3 of the last 5 years.
