Executive Summary

This is an opportunity to join COEL in a key, hands-on role at the heart of how the company is governed, controlled and run. It is a compliance-led position with real responsibility for governance, assurance, registers, evidence, action tracking, operating discipline and practical site-based compliance checking, while also supporting key HR processes, culture initiatives and wider business activities.

The Compliance, People and Business Operations Manager provides the organisational spine of COEL; ensuring Board governance is robust, compliance obligations are tracked and met, contracts are properly controlled, and core operating disciplines are sustained without unnecessary bureaucracy. The role also provides structured support to the People agenda through HR process coordination, policy and document control, and practical support to culture initiatives that help leaders embed the ‘One COEL’ approach across the business.

Working closely with the Managing Director and senior leadership, the role balances structure with pragmatism across governance, assurance, people operations and business support. It will suit a highly organised, confident professional who can bring clarity, grip and follow-through to complex environments, while building trusted relationships and helping teams work in a more consistent, disciplined and joined-up way.

You’ll be the person who helps create a calm operating rhythm behind the scenes, building simple tools, routines and standards that help teams move faster with less friction. In a hands-on and mutually supportive organisation, this role also contributes practically where needed, including helping coordinate key events and cross-business activities, while keeping the company’s control environment strong and well organised.

Salary: £40,000 to £43,000 (dependent on experience)

Purpose of the Role

The role exists to strengthen COEL’s governance, compliance and organisational discipline while providing structured support to the People agenda and wider business operations. The role is anchored in control, assurance and follow-through, with broader responsibilities in HR process support, culture coordination and practical business support within a hands-on organisation.

Providing reliable Board and company secretariat support
Owning and maintaining the compliance register, evidence base and assurance cadence
Bringing grip to contract lifecycle governance and core operating controls
Supporting structured HR processes, documentation standards and policy administration
Helping coordinate culture initiatives and embed the One COEL approach through practical routines, communications and follow-through
Contributing to key events, site visits and wider business support activity in line with COEL’s hands-on, mutually supportive culture

The role is specifically designed to improve control and assurance while avoiding unnecessary complexity or duplication of leadership accountability.

Person Specification

Experience & Capability:

Strong background in governance, compliance, operations or business administration
Experience supporting Boards or senior leadership teams
Confidence managing registers, evidence packs and structured reporting
Strong written communication, particularly minutes and concise summaries.

Skills & Attributes:

Highly organised, reliable and discreet
Comfortable holding boundaries and escalating issues
Pragmatic, solutions‑focused mindset
Confident using Microsoft 365 (Teams, SharePoint, Planner, ToDo, Word, Excel, PowerPoint).
