Make a Meaningful Impact: Join as a Transport Network Officer in Hertfordshire
Jacobs, in collaboration with Hertfordshire County Council (HCC) and its supply chain, plays a vital role in protecting and maximising the value of HCC’s £8 billion portfolio of highways, structures, and environmental assets. This is more than just asset management — it’s about shaping the future of Hertfordshire’s infrastructure and ensuring it serves communities safely and sustainably.
We’re currently expanding our team and looking for an experienced Traffic Network Officer.
As a Network Officer, you will play a key role in keeping Hertfordshire’s highway network safe, efficient and accessible for everyone. You’ll join a highly committed, delivery-focused Network Management team and contribute to meeting the Network Management duty under the Traffic Management Act.
Working closely with the Assistant Network Manager, you’ll bring a proactive, solutions-focused approach to coordinating activity across the network. Your contribution will directly support smoother traffic flow, safer highways, and better experiences for all users — from pedestrians and cyclists to commercial transport and emergency services.
You’ll add value by helping to shape and deliver operational strategies, while ensuring that all works and activities on the highway are effectively coordinated, well-controlled and compliant.
In this role, you will:
Apply your attention to detail to validate and process permit applications in line with the East of England Permit Scheme and relevant Codes of Practice
Ensure strong network control by applying and verifying permit conditions to minimise disruption and maintain safety
Assess Traffic Management Plans, offering practical alternatives and attending site meetings to reduce network impact
Process a range of licence applications (including skips, scaffolding, hoarding and cranes), ensuring safe use of the highway
Collaborate with film companies and event organisers to support safe, well-managed activities on public roads
Build effective relationships with internal teams, the Police, statutory undertakers and other stakeholders on network-related matters
Provide clear, professional responses to enquiries, helping to maintain a positive public image
You’ll bring a collaborative mindset, strong communication skills and a commitment to public safety. By balancing competing demands on the network and working constructively with stakeholders, you’ll help keep traffic moving while enabling essential works to take place.
Your ability to problem-solve, influence and think ahead will ensure the network operates as smoothly as possible — making a tangible difference to communities and road users across Hertfordshire.
Here's what you'll need
Hold a Lantra 12D M7 Client Officer/Manager Traffic Management qualification together with having experience of working in a street works permitting environment such as the East of England Permit Scheme from either an HA and/or utility company perspective.
Have experience of using the DFT Street Manager Street works system together with a working knowledge of the Coordination of Street works and Road Works code of practice.
Hold a full clean driving licence.

- The role is hybrid with 2 days/week office attendance requirement in Stevenage. The working week is based on 40h/week.
