Operations Manager

Sub Division: Defence

Location: Abingdon

Contract Type: Permanent

Hours: Full Time - 40 hours - Monday to Friday

Purpose of Role

We are seeking an experienced Operations Manager to lead the delivery of Facilities Management services on a high profile Defence contract, covering multiple secure sites across Abingdon, Didcot and Newbury.

Job Description

This is a senior, hands-on role requiring strong leadership, technical understanding, and the ability to manage compliance, performance, and people in a demanding operational environment. You will act as the focal point for all site issues, ensuring contractual delivery, statutory compliance, and exceptional client engagement.

Responsibilities

Attend, prepare for, and lead weekly and monthly client/end-user meetings, providing structured updates, reports, and fully actioned responses.
Track job data, KPI performance, and operational figures daily, ensuring maximum KPI achievement each month.
Influence, motivate, and mentor site teams to exceed contractual KPI requirements.
Conduct regular staff 1 2 1s (weekly KPI reviews), identify performance issues, and provide support to resolve them.
Ensure previously failed KPIs and backlog tasks are completed promptly.
Track non-compliant assets, ensuring remedial actions are completed and assets returned to compliance ASAP.
Manage and track low-value projects and site-delivered works, escalating risks or delays early.
Maintain a full understanding of team roles and responsibilities to provide operational cover during absence or leave.
Run the office and site operations, ensuring smooth daily outputs across all locations.
Ensure Health & Safety compliance at all times, with required information clearly displayed and systems maintained.
Maintain and update all information management systems, management plans, and documentation.
Prepare for and lead all VINCI & DIO audits, driving the highest possible assurance scores and closing out actions swiftly.
Build and sustain strong working relationships with DIO and Military representatives.
Protect commercial position by ensuring out-of-contract works are correctly identified and costed.
Ensure all staff are adequately trained, identifying needs through 1 2 1s and PDRs, and supporting development and progression.
Act as the primary point of contact and escalation for all site-related issues.
Liaise continuously with the SDAM on major operational or contractual concerns.
Maintain oversight of all Asbestos and Legionella management, ensuring ARPs and LRPs are performing effectively.
Ensure the Asbestos Action Plan is current, complete, and all works booked and tracked.
Ensure the Legionella portal is updated monthly and compliant.
Complete EMO2 inspections within the first week of every month.
Ensure all weekly and monthly HSE requirements, including checks and TWC inspections, are completed.
Keep management plans and statutory documentation reviewed and signed off every 6 months.
Complete all contractual information returns accurately and on time.
Ensure internal H&S reporting metrics remain on target.

Essential Qualifications/Skills

Strong understanding of statutory compliance, assurance, and governance within Facilities Management.
Experience managing small works / minor projects.
Good working knowledge of CDM Regulations, Health & Safety, and compliance frameworks.
Mechanical or Electrical background preferred.
Proven experience managing and motivating teams, including in challenging or high-pressure environments.
Excellent communicator, able to deliver clear, structured verbal and written updates.
Confident leading audits, inspections, and assurance activities.
Ability to take ownership, act decisively, and drive issues through to resolution.
Strong people manager, mentor, and motivator.
