Finance & HR Officer

Responsible to: Head of Finance

Responsible for: Day-to-day financial procedures, payroll administration, and HR administration support.

Salary: £30,000 to £32,000 per annum

Terms: 30-37.5 hours per week

Location: Hybrid including 2 -3 days a week in the St Ives office

Job Purpose

The Finance & HR Officer ensures the smooth running of Living Better’s daily financial operations. They manage transactions, payroll, reconciliations and funder invoicing with accuracy and discretion, while supporting HR processes and funding applications. This role is designed as a developmental pathway, offering opportunities to gradually take on more complex responsibilities such as costings, budgets and management accounts, ensuring resilience of the finance and HR function during periods of absence.

Key Responsibilities

Financial Procedures: Manage the purchase ledger, payments, invoice requests and reconciliations, ensuring records are accurate, timely and compliant.

Management Reporting: Produce monthly financial management reports from QuickBooks, enabling budget holders to monitor funds effectively.

Supplier & Invoicing: Set up new suppliers and funders, process and approve invoices in line with delegated procedures, raise funder invoices and chase overdue payments.

Payroll & Benefits Administration: Process monthly payroll, pensions and HMRC submissions, ensuring accuracy, confidentiality and compliance.

VAT & Compliance: Support VAT returns and contribute to finance governance and compliance processes.

Funding Support: Provide financial data for funding applications, maintain records of agreements and assist with financial reporting to funders.

Board & Audit Support: Assist the Head of Finance with board papers, audit preparation, annual budget setting and other year-end requirements.

HR Administration: Support recruitment and HR processes including adverts, interviews, contracts, DBS checks, onboarding, probation tracking and accurate data management on the HR system.

Office Contracts: Support the administration and monitoring of office contracts and related supplier arrangements, escalating issues as appropriate.

Person Specification

Skills and Attributes

Accuracy, attention to detail and the ability to prioritise in a fast-paced environment.

Strong numerical skills and confidence with reconciliations.

Excellent communication and interpersonal skills, with a clear commitment to confidentiality and appropriate handling of sensitive information.

Willingness to learn and take on new tasks, with a clear developmental pathway towards costings, budgets and management accounts.

Resilient and adaptable, able to provide continuity during periods of absence.

Organised and dependable, with the ability to work collaboratively while taking ownership of day-to-day tasks.

Knowledge and Experience

Good working knowledge of finance software, preferably QuickBooks.

Experience of running payroll and awareness of HMRC and pension regulations.

Strong working knowledge of Microsoft Office and Teams, with the ability to learn new systems.

Experience in finance or HR administration within the voluntary sector is desirable.

Basic understanding of restricted and unrestricted fund accounting is desirable.

Experience of maintaining accurate records and working within financial or administrative procedures.

Qualifications and Training

An AAT qualification is desirable, or qualified by experience

Good standard of written and spoken English.

Confident in maths.

Training relevant to finance, payroll, HR administration or safeguarding is desirable, but not essential. Further training will be provided where relevant.

Additional information

Living Better operates a hybrid work location policy. There is access to an office every day of the week, or staff can choose to work from home. We also encourage co-location with partners, to build more effective working relationships. There is an expectation that staff travel to the St Ives office at least twice a week including for any team and staff meetings and for other meetings as required.

There will sometimes be a need for travel around the partnership area of Cambridgeshire and Peterborough and wider which will necessitate the postholder having access to suitable transport. If driving oneself, a current valid driving licence and access to a vehicle available for work purposes with business cover insurance is required.
