About the role
We are seeking to appoint a Finance Manager to the Strategic Finance Technical Accounting team.
The successful candidate will:

Lead a small team through the annual closedown process and production of the Statement of Accounts

Take responsibility for the preparation and review of the Statement of Accounts and supporting notes, including complex areas such as Property, Plant and Equipment.

Ensure compliance with the CIPFA Code of Practice and all relevant accounting standards

Lead on technical accounting updates and advise on appropriate accounting treatments

Support the external audit process, including preparing high‑quality working papers and responding to audit queries

Liaise with external valuers and internal Estates teams, ensuring robust valuation processes and assurance arrangements

Provide expert advice to finance colleagues and services across the Council on accounting, financial reporting and taxation matters

Drive continuous improvement in financial reporting, closedown processes and audit readiness
About You
We are looking for an experienced finance professional to join us. You will be responsible for managing a small team, reporting to a Finance Business Partner.
It is essential to be considered for the role that you be a fully chartered accountant (CCAB/CIMA – with active membership) and have public sector technical accounting experience.
You will have significant post qualification experience supporting leadership teams, developing and maintaining good working relationships with stakeholders and producing high quality reports for management information and decision making.
You will thrive on working to strict and challenging deadlines and be committed to maintaining the highest professional and ethical standards.
Able to work autonomously and seek to drive innovation within delegated authority as well as working well as part of a team.

Current work arrangements are a minimum of three days per month working in the Civic Centre for team meetings and professional conversations, however, as part of onboarding it is recommended more time in the office initially would be beneficial. Also, instances as required and mutually agreed at key points throughout the annual financial cycle for increased office attendance.

All council roles are allocated to either a fixed, field or flexible work style. Roles with a fixed workstyle work in a fixed permanent council location. Roles with a field workstyle are usually allocated where employees are required to be out working in the community with a minimum requirement for 'touch down' space at any council location. Roles with a flexible workstyle have a flexible base location to meet the needs of the business and employees can work from a mixture of home or any council office, partner/client, or external location, as required to meet service requirements.
