Job overview

This is an exciting opportunity to join Sutton Health and Care ((SHC) as Deputy Chief Operating Officer for community services. The post holder will have excellent leadership skills, strategic insight and lead the transformation and delivery of planned care community services in line with the NHS Plan.

The role contains two main key components; excellent very senior leadership at a Deputy Chief Operating Officer level and experience of leading and transforming services and collaborative/multi organisational pathway design across the partner organisations across Sutton, aligned to the NHS Plan (neighbourhood development).

The post holder will also support the development of new ways of working across Sutton in line with the programmes of work of the Integrated Care Partnership Board aligned to PLACE based care and the Alliance aenda, with line management responsibilities for senior managers and deputising responsibilities for the Chief Operating Officer at strategic meetings and in strategic decision making discussions.

Main duties of the job

The post holder will be responsible for the delivery of SHC's operational performance including productivity and efficiency of planned and unplanned care teams under the employment of the Trust and provide expert transformational support for service development under the direction of the Chief Operating Officer. This include include, in particular, the line management of the Band 8C Senior operational, transformation and clinical managers, deputising responsibilities for the Chief Operating Officer (banded at VSM) at strategic meetings and in strategic decision making discussions.

In particular, the role portfolio contains the responsibility for oversight of SHC's financial management (in alignment with the Trust corporate finance), SHC business planning, CIP delivery, workforce scrutiny and procurement delivery. The role also leads and takes responsibility for the community development of BI and data, digitalisation for SHC and the line management of SHC's planned care portfolio and respective managers to include taking the lead responsibility for planned care transformation for SHC. This is in relation to the Group outpatient transformation programme for which the portfolio holder will lead and be responsible for on behalf of SHC.

Detailed job description and main responsibilities

Strategic Advice and Leadership

Accountable for the delivery of performance, operational management and delivery of key KPIs within critical portfolio service areas
Responsible for the delivery of SHCs performance, delivery and operations of key KPIs as set out within the NHS Plan and service specifications
Lead responsibility for specific large scale programmes of work, related to the transformation of SHC and also aligned to external partnership and collaboration for instance those within the Sutton Alliance scope of work
Deputise for the Chief Operating Officer at Board level and in relation to any strategic leadership discussions/decision making and strategic meetings
Deputise for the Chief Operating Officer at relevant meetings to discuss financial and resource management, transformation plans and performance issues
Lead for planned care delivery and strategic planned care transformation for SHC. This includes participation in the gesh planned care transformation programme, to include CVRM and collaboration with primary care
Leadership and responsibility thereof for senior management within SHC at banding levels 8C and above
Lead responsibility for financial matters pertaining to SHC to include chairship of the workforce panel, workforce planning with assurance that budgetary controls are met
Lead responsibility for risk, compliance, procurement and contract management for SHC
Lead responsibility for business planning/CIP for SHC.

Operational Leadership

Lead responsibility for the direct performance and outcomes of key respective service areas with actions in place to address issues of under performance
Lead responsibility for the SHC financial budget alongside the Chief Operating Officer to optimise resource management, ensuring that the service operates within the agreed contractual financial envelope
Identify strategic and operational risks and implement mitigation plans, reporting significant risks and proposed actions through the governance of the organisation with onward escalation to the Alliance Board as appropriate
Minimise boundaries between services, both within and outside the PCNs to maximise the impact of integrated care pathways
Create effective working relationships with each of the partners to achieve effective use of resources or enhanced quality and productivity as appropriate
Facilitate effective relationships with local stakeholders including local practices, wider partners and the local community to include voluntary, faith and charity sectors
Lead and manage SHC community staff including recruitment, sickness and absence, appraisals, CPD and performance including working closely with professional leads to further develop skills and capabilities within the team
Manage operational planning on behalf of the respective services within the portfolio, noting this may be subject to change as part of the Deputy role remit
Ensure that SHC complies with all the relevant policies and procedures that relate to gesh/ESTH
Responsible for appropriate data collection for the services, which is collated, to meet both internal and external requirements and provide statistical analysis reports for service delivery and performance in an accurate and timely manner
Provide gesh, Sutton Alliance and LBS and other partners and stakeholders as requested with timely business reports to provide assurance as to the performance of SHC services including identification of mitigating actions
Develop an annual capacity plan, activity profile and operational plan which achieves the key performance, quality and activity targets, monitor and manage this
Responsibility for the SHC business planning process
Participate in the community out of hours on call rota
Participate in Integrated Leadership senior management decision making meetings on behalf of SHC
As Deputy Director of SHC Lead and take responsibility for strategic programmes of work - both internal and external to the organisation
Promote high level leadership to SHCs senior managers, operational managers, providing support, advice and enabling difficult and, at times, sensitive and complex conversations in relation to performance issues and concerns as appropriate
Responsible for encouraging research and development, both internally and with other organisations as appropriate
Contribute to and support the Trust's performance management and personal development review system.

Performance and Quality Standards

Lead and take the overall responsibility for key performance indicators (performance and finance) for SHC and the operational delivery of community services, working with managers to enable mitigations and resolve
Responsible, with the Chief Operating Officer and associated team members, for ensuring performance improvement in services where performance indicators highlight improvement
Ensure that all clinical services actively promote safe/effective care and provide positive patient experience as the means of delivery individualised patient care in conjunction with the Site Chief Nursing Officer.

Clinical Governance and Risk Management

Lead responsibility for risk management to include the risk register process, and compliance across SHC reporting and escalating to the Chief Operating Officer and Site Chief Nursing Officer as appropriate with mitigation planning and resolve
Monitor risk, undertaking assessments in local areas of responsibility in accordance with the Trust Risk Strategy
Investigate complaints and prepare initial draft responses on behalf of the service as required.

Staff Management

Manage staff in accordance with the Trust's Human Resources policies and procedures. This includes recruitment and selection, performance management including appraisal and personal development planning and developing planning and dealing with disciplinary issues and appeals
Investigate and lead disciplinary investigations for SHC as required.
