The Care Act 2014 placed a duty on Local Authorities to shape and maintain an efficient and effective market of adult social care services for meeting care and support needs. The Children and Families Act 2014 placed a similar duty to quality assure services commissioned to meet the needs of children and young people. Local Authorities have a responsibility to ensure the safety of all local people using independent sector care providers.

The role of the Quality Monitoring Team is to both promote and monitor quality in the care and support services being commissioned by Derby City Council; help foster continuous improvement and innovation in provision across the care sector, support recruitment and retention of the local carer workforce, and mitigate provider concerns and failure to ensure the safety of individuals receiving care and support.

This is an exciting opportunity to be involved in Derby’s proactive and forward-thinking Quality Monitoring Team. We are looking to recruit an experienced, hands-on, solution-focused and resilient individual to support local care market oversight through robust monitoring, both proactive and reactive review of local care services, and collation and reporting of quality information captured from a variety of sources including audit, inspection visits, and service-user engagement.

We are looking for a candidate who is highly motivated and enthusiastic in this area of adult social care as well as childrens services, who has excellent skills in IT, report writing, and verbal communication. Applications are invited from candidates who have experience in and a good knowledge of quality monitoring in the adult social care and children and young people’s markets, of Safeguarding Adults procedures, and with an understanding of commissioning and provider management in the public sector.

Derby City Council’s People Services directorate is responsible for the delivery of adult social care, public health, children and young people and safeguarding services. We aim to improve the health and wellbeing of the local population and care and support of those who need it, and make sure that services are of a high quality, person-led and targeted to those in most need. We are looking for a highly motivated and enthusiastic individual to join our team.

The role will be based primarily in Derby City Council House with travel in and around Derby City to provider settings as needed, including flexibility for home working.
