Make a real impact on how transport investment is delivered

North Tyneside Council is investing at scale in its transport and highways network, with tens of millions of pounds of external funding driving major improvements to connectivity, safety, sustainable travel and economic growth. We are now looking for an exceptional Programme Delivery Manager to lead this work.

This is a high‑profile role at the heart of Highways and Transportation capital delivery programme. You will take ownership of coordinating multi‑million‑pound transport investments, strengthening governance and assurance, and building a robust in‑house programme management capability that reduces reliance on consultants and enhances long‑term resilience.

Working closely with elected Members, senior officers, NECA, DfT, delivery partners and local communities, you will:

Provide strategic leadership across complex, high‑value capital programmes
Ensure compliance with demanding external assurance and audit frameworks
Shape how projects are prioritised, governed and delivered
Play a pivotal role in the transition to a stronger, council‑led delivery model

This is an opportunity to influence decisions at borough, regional and national levels, to work on programmes of real scale and visibility, and to leave a lasting legacy on how transport investment supports inclusive growth and sustainable travel.

If you are a confident programme leader with experience of complex capital delivery, strong governance and stakeholder engagement, this role offers challenge, influence and impact in equal measure.

The successful candidate

The successful candidate will be a highly experienced infrastructure professional with a strong track record of leading and delivering large‑scale, complex capital programmes within highways, transport, or related infrastructure environments. They will bring a deep understanding of the construction, engineering and commercial landscape, including procurement strategy, risk management, and cost control.

This role requires confident strategic leadership, with the ability to set clear direction, drive performance, and coordinate multi‑disciplinary professional teams across complex, high‑value programmes. The postholder will demonstrate strong financial acumen, with proven experience managing significant, multi‑year capital budgets and ensuring value for money within demanding governance and assurance frameworks.

The successful candidate will apply sound professional judgement and evidence-based decision making to resolve programme, delivery, and commercial challenges, often within politically sensitive and fast‑moving environments. Supported by relevant senior‑level experience, they will have a strong understanding of the legislative and regulatory framework governing transport, highways, or construction delivery.

Experience of successfully delivering transport, infrastructure or public‑realm schemes at scale is essential.
